| 2 | 2 | | WHEREAS, Allan Rubino of Temple has served the Texas Health |

| 3 | 3 | | and Human Services Commission for a half century; and |
|---|
| 4 | 4 | | WHEREAS, Hired as an auditor in 1972, when the agency was |
|---|
| 5 | 5 | | known as the Texas Department of Public Welfare, Mr. Rubino can |
|---|
| 6 | 6 | | recall the days when his office received 100-pound boxes of |
|---|
| 7 | 7 | | financial statements and general ledgers to be audited; he |
|---|
| 8 | 8 | | received computer training in 1983, when technology eliminated |
|---|
| 9 | 9 | | the need for calculators filled with paper tape and pens and |
|---|
| 10 | 10 | | pencils fell out of fashion; and |
|---|
| 11 | 11 | | WHEREAS, Mr. Rubino worked as a field auditor for some |
|---|
| 12 | 12 | | time, allowing him to learn new things as he talked to many |
|---|
| 13 | 13 | | interesting people among the state contractors; over the years, |
|---|
| 14 | 14 | | he has been delighted to see the workforce grow more diverse, and |
|---|
| 15 | 15 | | he now enjoys becoming friends with coworkers from all over the |
|---|
| 16 | 16 | | world, including Africa, India, and Sri Lanka; and |
|---|
| 17 | 17 | | WHEREAS, In 2002, Mr. Rubino retired, but within a month, |
|---|
| 18 | 18 | | he was back on the job; he is now an Auditor IV in the Provider |
|---|
| 19 | 19 | | Finance division; in his free time, he likes attending high |
|---|
| 20 | 20 | | school and college football games and taking day trips around the |
|---|
| 21 | 21 | | state with his wife; they are the proud parents of a son, and the |
|---|
| 22 | 22 | | family has traveled to all 50 states; and |
|---|
| 23 | 23 | | WHEREAS, Allan Rubino has greatly benefited his fellow |
|---|
| 24 | 24 | | citizens through his enduring commitment to public service, and |
|---|
| 25 | 25 | | he has made many significant contributions to the HHSC during his |
|---|
| 26 | 26 | | remarkable career; now, therefore, be it |
|---|
| 27 | 27 | | RESOLVED, That the Senate of the State of Texas, 88th |
|---|
| 28 | 28 | | Legislature, hereby honor Allan Rubino for 50 years of service to |
|---|
| 29 | 29 | | the Texas Health and Human Services Commission and extend to him |
|---|
| 30 | 30 | | sincere best wishes for continued success; and, be it further |
|---|
| 31 | 31 | | RESOLVED, That an official copy of this Resolution be |
|---|
| 32 | 32 | | prepared for Mr. Rubino as an expression of high regard from the |
