| 2 | 2 | | WHEREAS, Coats' Disease Awareness Day is taking place on |
|---|
| 3 | 3 | | August 17, 2023, and this occasion provides a fitting opportunity |
|---|
| 4 | 4 | | to promote better understanding of this health issue; and |
|---|
| 5 | 5 | | WHEREAS, Coats' disease is a rare retinal disorder that |
|---|
| 6 | 6 | | primarily affects male infants, young children, and teenagers as |
|---|
| 7 | 7 | | well as a smaller number of adults; the disease causes blood |
|---|
| 8 | 8 | | vessels in one or both eyes to develop abnormally, resulting in |
|---|
| 9 | 9 | | the leakage of fluid into the back of the eye and can lead to |
|---|
| 10 | 10 | | vision loss; early signs and symptoms of the condition may |
|---|
| 11 | 11 | | include eye turning outward or inward, loss of depth perception, |
|---|
| 12 | 12 | | and sometimes a yellow reflex from the pupil behind the lens of |
|---|
| 13 | 13 | | the eye; over time, the disorder may lead to retinal |
|---|
| 14 | 14 | | detachment, blindness, and the loss of the eye; and |
|---|
| 15 | 15 | | WHEREAS, The disease is classified as an orphan disease, or |
|---|
| 16 | 16 | | one that affects a relatively small number of individuals; |
|---|
| 17 | 17 | | however, thousands of people across Texas and the United States |
|---|
| 18 | 18 | | have been diagnosed with the condition, and many others have |
|---|
| 19 | 19 | | received a misdiagnosis; the cause of the disease is unknown, and |
|---|
| 20 | 20 | | early detection and intervention can dramatically improve |
|---|
| 21 | 21 | | outcomes; depending on the severity of the disorder, health care |
|---|
| 22 | 22 | | professionals may recommend treatments such as cryotherapy, |
|---|
| 23 | 23 | | laser surgery, or the removal of the affected eye; and |
|---|
| 24 | 24 | | WHEREAS, Across the Lone Star State, government officials, |
|---|
| 25 | 25 | | medical professionals, academic institutions, and members of the |
|---|
| 26 | 26 | | general public are taking action to raise awareness of Coats' |
|---|
| 27 | 27 | | disease, to call attention to the need for more research, and to |
|---|
| 28 | 28 | | highlight the importance of early diagnosis and treatment so that |
|---|
| 29 | 29 | | an individual's vision may be saved; now, therefore, be it |
|---|
| 30 | 30 | | RESOLVED, That the Senate of the State of Texas, 88th |
|---|
| 31 | 31 | | Legislature, hereby recognize August 17, 2023, as Coats' Disease |
|---|
| 32 | 32 | | Awareness Day and urge all Texans to learn more about the |
|---|
| 33 | 33 | | disorder. |
