11 SENATE RESOLUTION NO. 527
22 WHEREAS, Coats' Disease Awareness Day is taking place on
33 August 17, 2023, and this occasion provides a fitting opportunity
44 to promote better understanding of this health issue; and
55 WHEREAS, Coats' disease is a rare retinal disorder that
66 primarily affects male infants, young children, and teenagers as
77 well as a smaller number of adults; the disease causes blood
88 vessels in one or both eyes to develop abnormally, resulting in
99 the leakage of fluid into the back of the eye and can lead to
1010 vision loss; early signs and symptoms of the condition may
1111 include eye turning outward or inward, loss of depth perception,
1212 and sometimes a yellow reflex from the pupil behind the lens of
1313 the eye; over time, the disorder may lead to retinal
1414 detachment, blindness, and the loss of the eye; and
1515 WHEREAS, The disease is classified as an orphan disease, or
1616 one that affects a relatively small number of individuals;
1717 however, thousands of people across Texas and the United States
1818 have been diagnosed with the condition, and many others have
1919 received a misdiagnosis; the cause of the disease is unknown, and
2020 early detection and intervention can dramatically improve
2121 outcomes; depending on the severity of the disorder, health care
2222 professionals may recommend treatments such as cryotherapy,
2323 laser surgery, or the removal of the affected eye; and
2424 WHEREAS, Across the Lone Star State, government officials,
2525 medical professionals, academic institutions, and members of the
2626 general public are taking action to raise awareness of Coats'
2727 disease, to call attention to the need for more research, and to
2828 highlight the importance of early diagnosis and treatment so that
2929 an individual's vision may be saved; now, therefore, be it
3030 RESOLVED, That the Senate of the State of Texas, 88th
3131 Legislature, hereby recognize August 17, 2023, as Coats' Disease
3232 Awareness Day and urge all Texans to learn more about the
3333 disorder.
