26 WHEREAS, For 10 years, the Parkland Center for Clinical
37 Innovation has worked to improve health outcomes and elevate the
48 quality of patient care at Parkland Health; and
59 WHEREAS, Founded on May 14, 2012, PCCI supports the mission
610 of Parkland Health to address the health care needs of vulnerable
711 communities through the application of data and technology; the
812 center employs a diverse, multidisciplinary team of clinicians,
913 informaticists, data analysts, and health services researchers,
1014 who combine their expertise in advanced mathematics, computer
11- science, and clinical science to uncover opportunities to
12- optimize and increase the efficiency of the health care system;
13- and
14- WHEREAS, From its inception, the not-for-profit
15- organization has performed analyses on health care inequity in
16- order to empower Parkland and other partners to make clinical
17- decisions for the benefit of those who need care the most; by
18- working with Medicaid payers and safety-net providers, the
19- organization has been instrumental in developing actionable
20- strategies for fighting COVID-19, preventing pre-term births,
21- and helping children manage asthma, while further leveraging its
22- data resources to resolve other public health issues impacting
23- Dallas County; and

16+ and increase the efficiency of the health care system; and
17+ WHEREAS, From its inception, the not-for-profit organization
18+ has performed analyses on health care inequity in order to empower
19+ Parkland and other partners to make clinical decisions for the
20+ benefit of those who need care the most; by working with Medicaid
21+ payers and safety-net providers, the organization has been
22+ instrumental in developing actionable strategies for fighting
23+ COVID-19, preventing pre-term births, and helping children manage
24+ asthma, while further leveraging its data resources to resolve
25+ other public health issues impacting Dallas County; and
2426 WHEREAS, In addition to working to improve the delivery of
25- health care within the Parkland system, PCCI has collaborated
26- with philanthropic foundations, federal agencies, rural and
27- urban health systems, local municipalities, and other
28- organizations; one of its major partnerships resulted in the
29- creation of the COVID-19 Proximity and Vulnerability Indices,
30- which have assisted county health leaders in determining where to
31- allocate resources for COVID-19 testing and vaccinations; PCCI
32- has also extensively studied social, environmental, and economic
33- factors in developing its Connected Communities of Care model for
34- the purpose of facilitating collaboration between health
35- systems, municipalities, and local organizations to better serve
36- a community's most vulnerable residents; to date, PCCI's work has
37- impacted the lives of more than two million patients and resulted
38- in around $76.3 million in savings for patients and medical
39- providers; and
40- WHEREAS, Throughout its first decade of service, the
41- Parkland Center for Clinical Innovation has demonstrated the
42- potential of technology to shape the future of medicine and build
43- more equitable and inclusive health care systems, and it is
44- fitting to recognize PCCI's significant contributions to the
45- health and well-being of Texans in Dallas County and beyond; now,
46- therefore, be it
47- RESOLVED, That the Senate of the State of Texas, 88th
48- Legislature, hereby honor the Parkland Center for Clinical
49- Innovation on the occasion of its 10th anniversary and extend to
50- all those affiliated with the organization sincere best wishes
51- for continued success; and, be it further
