55 R E S O L U T I O N
66 WHEREAS, George Purefoy is retiring as the city manager of
77 Frisco on June 30, 2022, drawing to a close nearly three and a half
88 decades of outstanding service to the city; and
99 WHEREAS, Mr. Purefoy earned his bachelor's degree in
1010 political science and business administration from The University
1111 of Texas at Arlington and his master's degree in public
1212 administration from Texas A&M University-Commerce; he began his
1313 career in public service at Taylor Lake Village, where he was the
1414 city administrator from July 1980 to January 1981, and he went on to
1515 serve as city manager of Columbus from 1981 to 1987; and
1616 WHEREAS, In November 1987, Mr. Purefoy became the first city
1717 manager of Frisco, and his exemplary 34-year tenure in the position
1818 makes him the longest-serving city manager in Texas to have worked
1919 for the same city; in addition to managing the municipality's
2020 day-to-day operations, he helped to put the city on firmer
2121 financial footing and to lay the foundation for Frisco's rapid
2222 growth, from a population of 3,400 in 1980 to more than 215,000
2323 today; and
2424 WHEREAS, Under Mr. Purefoy's leadership, the city enhanced
2525 its infrastructure to accommodate new development, devised funding
2626 mechanisms to collect growth in property tax value, and established
2727 the Stonebriar Centre shopping mall; he also helped bring the
2828 Dallas Cowboys' world headquarters and training facility, The Star
2929 in Frisco, to the city, as well as the PGA of America headquarters,
3030 and he was instrumental in facilitating several projects with the
3131 Frisco Independent School District, including the new $67 million
3232 performing arts center; and
3333 WHEREAS, George Purefoy's dedication, skill, and commitment
3434 to excellence have greatly benefited the citizens of Frisco and
3535 earned him the respect and admiration of his colleagues, and he may
3636 indeed reflect with pride on a career well spent as he embarks on
3737 the next exciting chapter of his life; now, therefore, be it
3838 RESOLVED, That the Senate of the 88th Texas Legislature
3939 hereby congratulate George Purefoy on his retirement as city
4040 manager of Frisco and extend to him sincere best wishes for the
4141 future; and, be it further
4242 RESOLVED, That an official copy of this resolution be
4343 prepared for Mr. Purefoy as an expression of high regard by the
4444 Texas Senate.
