5+ R E S O L U T I O N
56 WHEREAS, With the passing of Richard Preston Ritchie on
67 May 11, 2023, at the age of 68, the residents of Mineral Wells bid
78 farewell to an accomplished attorney, a renowned athlete, and a
89 respected community leader; and
910 WHEREAS, Born on May 2, 1955, in Mineral Wells, Richard
1011 Ritchie was the son of John and Ann Ritchie; he gained national
1112 acclaim on the gridiron during his years at Texas A&I University,
12- compiling a remarkable 39-0 record as the starting quarterback
13- and leading the Javelinas to undefeated seasons in 1974, 1975,
14- and 1976 that yielded three Lone Star Conference crowns and three
15- NAIA Division I championships; named Most Valuable Player of the
16- 1974 NAIA title game, he also garnered the 1975-1976 NAIA and LSC
17- Player of the Year honors; he graduated in 1977 and later created
18- the Richard Ritchie Endowment in support of the school's athletic

27- 1991, he embarked on his career as an attorney, following the
28- tradition set by four previous generations in his family; he
29- joined the Ritchie Law Firm in Mineral Wells to practice with his
30- father, John, and played a prominent role in civic affairs,
31- serving as an attorney for the Palo Pinto Water District and as a
32- director of the First State Bank of Mineral Wells and the Brazos
33- Foundation; moreover, he was president of the Noon Lions Club and
34- captain of the Palo Pinto County Sheriff's Posse, and he also
35- distinguished himself as a rancher, another occupation long
36- pursued by the members of his family; and
37- WHEREAS, In all his endeavors, Mr. Ritchie enjoyed the
38- love and support of his wife, Penny, his daughters, Leslie Kay
39- and Lacie, and his five grandchildren; and
40- WHEREAS, Richard Ritchie drew on his leadership and
41- expertise to benefit his fellow citizens, and his record of
42- service will be a lasting source of inspiration to all who were
43- privileged to know him; now, therefore, be it
44- RESOLVED, That the Senate of the State of Texas, 88th
45- Legislature, hereby pay tribute to the life of Richard Preston
46- Ritchie and extend sincere sympathy to the members of his family:
47- to his wife, Penny Ritchie; to his daughters, Leslie Kay Ritchie
48- Robnett and her husband, Kevin, and Lacie Ritchie Austin and her
49- husband, Matthew; to his grandchildren, Elisha, Cyrus, Arleigh,
50- Sky, and Sydney; and to his other relatives and friends; and, be
51- it further

5251 RESOLVED, That an official copy of this resolution be
