55 WHEREAS, The passing of former Texas State
66 Representative and Senator James William Haley of Austin on
77 July 3, 2022, at the age of 78, brought a great loss to his
88 family and many friends; and
99 WHEREAS, Born in Center on September 22, 1943, Bill Haley
1010 was the son of Eugene Wayne "Pete" Haley Sr. and Mary Elizabeth
1111 Miller Haley, and he grew up with the company of his brothers,
1212 Eugene and Thomas; he graduated from Texas Christian University
1313 and went on to earn his teaching certificate at Stephen F. Austin
1414 State University and a master's degree at Texas State University;
1515 during a career in public education that spanned more than a
1616 dozen years in Houston and then Center, he taught government,
1717 American history, and economics courses, making the subjects fun
1818 and interesting while encouraging students to excel; and
1919 WHEREAS, Mr. Haley won a special election for a seat in the
2020 Texas House of Representatives in 1978, and he took a leading
2121 role in enacting sweeping education reforms; widely acknowledged
2222 as the most vigorous in the nation at the time, the changes
2323 limited class size, set standards for student performance and
2424 teacher competency, and raised educator pay rates; he served as
2525 chair of the House Public Education Committee, as well as
2626 subcommittees on Public Education Appropriative Matters and
2727 Budget and Oversight; in addition, he was a member of several
2828 other committees, among them State Affairs and Financial
2929 Institutions; and
3030 WHEREAS, Following his election to the Texas Senate in
3131 1988, he remained an ardent champion of education, earning the
3232 nickname "East Texas Maverick" from writer Molly Ivins for both
3333 his East Texas drawl and his tenacity; Senator Haley co-chaired
3434 the Interim Committee on Proprietary Schools, chaired the
3535 Interim Committee on Education, and served as vice chair of the
3636 Senate Education Committee and chair of the Special Committee on
3737 Administration; throughout his tenure in public office, he was
3838 known for both his keen insight and his wit; in one of his
3939 better-known jests, he offered a tongue-in-cheek bill amendment
4040 to route an intercity bullet train through his hometown, with its
4141 population of 6,000, a tactic that earned a whimsical "Best
4242 Boondoggle" award from Texas Monthly; the recipient of numerous
4343 more serious accolades, he was accorded the Friend of Education
4444 Award by the Texas Classroom Teachers Association and Champion of
4545 Education Award by the Texas Elementary Principals and
4646 Supervisors Association, among many others; and
4747 WHEREAS, Senator Haley returned to private life in 1995; a
4848 valued member of University Christian Church, he served in
4949 various leadership roles, including elder and chair of the board,
5050 and he enjoyed teaching the Seekers church school class for 23
5151 years; dedicated to his alma mater, he was active on the board of
5252 the Austin Chapter of the TCU Alumni Association, and he was a
5353 member of the Austin Regional Council, the National Alumni Board,
5454 and the executive board of the TCU College of Fine Arts Board of
5555 Visitors; and
5656 WHEREAS, In all his endeavors, Senator Haley enjoyed the
5757 love and support of his wife, Mary, and the couple formed a strong
5858 team, having known each other since childhood; he took great
5959 pride in his sons, Jeffrey and Robert, and he had the pleasure of
6060 seeing his family grow to include five grandchildren; and
6161 WHEREAS, Through his unyielding commitment to education,
6262 Bill Haley made significant contributions to his fellow Texans,
6363 and his warmth, kindness, and sense of humor enriched the lives
6464 of all who were privileged to know him; now, therefore, be it
6565 RESOLVED, That the Senate of the State of Texas, 88th
6666 Legislature, hereby pay tribute to the memory of the Honorable
6767 James William Haley and extend sincere condolences to the members
6868 of his family: to his wife, Mary Russell Scriven Haley; to his
6969 sons, Jeffrey Russell Haley and his wife Michele, and Robert
7070 Colin Haley and his wife, Lisa Marie; to his grandchildren,
7171 William Russell Haley, Jonathan Michael Haley, Andrew
7272 Christopher Haley, Ava Brooke Haley, and Alexis Giuliana Haley;
7373 to his brother, Thomas Laurence Haley, and his wife, Michelle;
7474 and to his other relatives and many friends; and, be it further
7575 RESOLVED, That an official copy of this Resolution be
7676 prepared for his family and that when the Texas Senate adjourns
7777 this day, it do so in memory of former State Senator Bill Haley.
