7 | 7 | | July 3, 2022, at the age of 78, brought a great loss to his |

8 | 8 | | family and many friends; and |
---|
9 | 9 | | WHEREAS, Born in Center on September 22, 1943, Bill Haley |
---|
10 | 10 | | was the son of Eugene Wayne "Pete" Haley Sr. and Mary Elizabeth |
---|
11 | 11 | | Miller Haley, and he grew up with the company of his brothers, |
---|
12 | 12 | | Eugene and Thomas; he graduated from Texas Christian University |
---|
13 | 13 | | and went on to earn his teaching certificate at Stephen F. Austin |
---|
14 | 14 | | State University and a master's degree at Texas State University; |
---|
15 | 15 | | during a career in public education that spanned more than a |
---|
16 | 16 | | dozen years in Houston and then Center, he taught government, |
---|
17 | 17 | | American history, and economics courses, making the subjects fun |
---|
18 | 18 | | and interesting while encouraging students to excel; and |
---|
19 | 19 | | WHEREAS, Mr. Haley won a special election for a seat in the |
---|
20 | 20 | | Texas House of Representatives in 1978, and he took a leading |
---|
21 | 21 | | role in enacting sweeping education reforms; widely acknowledged |
---|
22 | 22 | | as the most vigorous in the nation at the time, the changes |
---|
23 | 23 | | limited class size, set standards for student performance and |
---|
24 | 24 | | teacher competency, and raised educator pay rates; he served as |
---|
25 | 25 | | chair of the House Public Education Committee, as well as |
---|
26 | 26 | | subcommittees on Public Education Appropriative Matters and |
---|
27 | 27 | | Budget and Oversight; in addition, he was a member of several |
---|
28 | 28 | | other committees, among them State Affairs and Financial |
---|
29 | 29 | | Institutions; and |
---|
30 | 30 | | WHEREAS, Following his election to the Texas Senate in |
---|
31 | 31 | | 1988, he remained an ardent champion of education, earning the |
---|
32 | 32 | | nickname "East Texas Maverick" from writer Molly Ivins for both |
---|
33 | 33 | | his East Texas drawl and his tenacity; Senator Haley co-chaired |
---|
34 | 34 | | the Interim Committee on Proprietary Schools, chaired the |
---|
35 | 35 | | Interim Committee on Education, and served as vice chair of the |
---|
36 | 36 | | Senate Education Committee and chair of the Special Committee on |
---|
37 | 37 | | Administration; throughout his tenure in public office, he was |
---|
38 | 38 | | known for both his keen insight and his wit; in one of his |
---|
39 | 39 | | better-known jests, he offered a tongue-in-cheek bill amendment |
---|
40 | 40 | | to route an intercity bullet train through his hometown, with its |
---|
41 | 41 | | population of 6,000, a tactic that earned a whimsical "Best |
---|
42 | 42 | | Boondoggle" award from Texas Monthly; the recipient of numerous |
---|
43 | 43 | | more serious accolades, he was accorded the Friend of Education |
---|
44 | 44 | | Award by the Texas Classroom Teachers Association and Champion of |
---|
45 | 45 | | Education Award by the Texas Elementary Principals and |
---|
46 | 46 | | Supervisors Association, among many others; and |
---|
47 | 47 | | WHEREAS, Senator Haley returned to private life in 1995; a |
---|
48 | 48 | | valued member of University Christian Church, he served in |
---|
49 | 49 | | various leadership roles, including elder and chair of the board, |
---|
50 | 50 | | and he enjoyed teaching the Seekers church school class for 23 |
---|
51 | 51 | | years; dedicated to his alma mater, he was active on the board of |
---|
52 | 52 | | the Austin Chapter of the TCU Alumni Association, and he was a |
---|
53 | 53 | | member of the Austin Regional Council, the National Alumni Board, |
---|
54 | 54 | | and the executive board of the TCU College of Fine Arts Board of |
---|
55 | 55 | | Visitors; and |
---|
56 | 56 | | WHEREAS, In all his endeavors, Senator Haley enjoyed the |
---|
57 | 57 | | love and support of his wife, Mary, and the couple formed a strong |
---|
58 | 58 | | team, having known each other since childhood; he took great |
---|
59 | 59 | | pride in his sons, Jeffrey and Robert, and he had the pleasure of |
---|
60 | 60 | | seeing his family grow to include five grandchildren; and |
---|
61 | 61 | | WHEREAS, Through his unyielding commitment to education, |
---|
62 | 62 | | Bill Haley made significant contributions to his fellow Texans, |
---|
63 | 63 | | and his warmth, kindness, and sense of humor enriched the lives |
---|
64 | 64 | | of all who were privileged to know him; now, therefore, be it |
---|
65 | 65 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
66 | 66 | | Legislature, hereby pay tribute to the memory of the Honorable |
---|
67 | 67 | | James William Haley and extend sincere condolences to the members |
---|
68 | 68 | | of his family: to his wife, Mary Russell Scriven Haley; to his |
---|
69 | 69 | | sons, Jeffrey Russell Haley and his wife Michele, and Robert |
