| 8 | 4 | | service as commissioner of Hidalgo County Precinct Three and on |

| 9 | 5 | | his many contributions to his community; and |
|---|
| 10 | 6 | | WHEREAS, Ever Villarreal was elected commissioner of |
|---|
| 11 | 7 | | Hidalgo County Precinct Three in 2020 after a successful career |
|---|
| 12 | 8 | | as an entrepreneur, and he took office in January of 2021; since |
|---|
| 13 | 9 | | then, Commissioner Villarreal has prioritized public works and |
|---|
| 14 | 10 | | the development of infrastructure to improve the quality of life |
|---|
| 15 | 11 | | for residents of Western Hidalgo County; and |
|---|
| 16 | 12 | | WHEREAS, Before becoming a public servant, Ever earned a |
|---|
| 17 | 13 | | degree in criminal justice from The University of Texas-Pan |
|---|
| 18 | 14 | | American and went on to build a portfolio of residential and |
|---|
| 19 | 15 | | commercial developments; in his business ventures, Ever worked |
|---|
| 20 | 16 | | closely with public leaders whose experience and insight |
|---|
| 21 | 17 | | encouraged him to run for the office of county commissioner; and |
|---|
| 22 | 18 | | WHEREAS, As commissioner, Ever has worked for the |
|---|
| 23 | 19 | | interests of his constituents and has been an advocate for the |
|---|
| 24 | 20 | | improvement of roads and drainage channels; he coordinated with |
|---|
| 25 | 21 | | the United States Army Corps of Engineers to repair the Rio |
|---|
| 26 | 22 | | Grande levee to protect residents from flooding; and |
|---|
| 27 | 23 | | WHEREAS, Under his leadership, Precinct Three secured its |
|---|
| 28 | 24 | | first grant from the Texas General Land Office for the Palmview |
|---|
| 29 | 25 | | Drainage Improvement Project and its first safety grant from the |
|---|
| 30 | 26 | | Texas Department of Transportation; Ever was instrumental in |
|---|
| 31 | 27 | | providing county-wide free Wi-Fi access, securing funding for a |
|---|
| 32 | 28 | | public library in Sullivan City, and implementing his precinct's |
|---|
| 33 | 29 | | first Community Outreach Department; and |
|---|
| 34 | 30 | | WHEREAS, In the course of his tenure, Commissioner |
|---|
| 35 | 31 | | Villarreal has responded with wisdom and composure to such |
|---|
| 36 | 32 | | challenges as severe weather events and the COVID-19 pandemic; he |
|---|
| 37 | 33 | | has been honored with numerous awards for his outstanding |
|---|
| 38 | 34 | | leadership, and his ongoing commitments to public service |
|---|
| 39 | 35 | | provides an invaluable benefit to the people of Hidalgo County; |
|---|
| 40 | 36 | | now, therefore, be it |

| 41 | 37 | | RESOLVED, That the Senate of the State of Texas, 88th |
|---|
| 42 | 38 | | Legislature, hereby commend Ever Villarreal on his exemplary |
|---|
| 43 | 39 | | service as commissioner of Hidalgo County Precinct Three and |
|---|
| 44 | 40 | | extend to him best wishes for continued success in his endeavors; |
