11 SENATE RESOLUTION NO. 661
22 WHEREAS, Dr. Cesar Maldonado has made significant
33 contributions to higher education and workforce development as
44 chancellor of Houston Community College; and
55 WHEREAS, Named chancellor of the six-college system in
66 2014, Dr. Maldonado has fostered an inclusive, supportive
77 culture for students and staff while boosting academic
88 achievement through innovative programs; his restructuring of
99 HCC has increased the number of graduates by over 12 percent per
1010 year, and the scholastic performance of first-year students has
1111 improved markedly; and
1212 WHEREAS, Dr. Maldonado has established academic
1313 partnerships that allow students to transition seamlessly to
1414 specified four-year programs at such institutions as Texas A&M
1515 University, The University of Texas at Tyler, and Stephen F.
1616 Austin State University; in addition, he has developed
1717 partnerships with local industries to open pathways for students
1818 eager to enter the workforce after obtaining an associate's
1919 degree or certificate; and
2020 WHEREAS, Ably steering the institution through such
2121 challenges as Hurricane Harvey and the COVID-19 pandemic,
2222 Dr. Maldonado has focused on fiscal stability, including debt
2323 reduction and strengthening of reserves, as a key element of
2424 strategic planning; at the same time, he has overseen the
2525 expansion of HCC to 19 campuses and facilities; among HCC's 14
2626 new Centers of Excellence are the Challenger Learning Center for
2727 Space Science and the Resiliency Operations Center; moreover,
2828 HCC has been reaffirmed twice as an Achieving the Dream Leader
2929 College, signaling a solid commitment to educational access and
3030 quality; and
3131 WHEREAS, The recipient of numerous honors, Dr. Maldonado
3232 was presented with the Houston Hispanic Chamber of Commerce
3333 Chairman's Award; he was also named Most Admired Non-profit CEO
3434 by Houston Business Journal, and he has been elected to the
3535 Philosophical Society of Texas, the Texas Tech University
3636 Engineering Academy, and the Phi Theta Kappa Texas Hall of Fame
3737 for Student Engagement; and
3838 WHEREAS, Dr. Maldonado brought to HCC an unusual breadth
3939 of experience; after more than 25 years as a business executive,
4040 he served as president of Texas State Technical College and as
4141 vice chancellor for institutional effectiveness and
4242 commercialization for the TSTC System; he holds bachelor's and
4343 master's degrees in chemical engineering from Texas A&M
4444 University and a doctorate in systems and engineering management
4545 from Texas Tech University; and
4646 WHEREAS, Through his adept leadership and commitment to
4747 excellence, Cesar Maldonado has greatly advanced the important
4848 mission of Houston Community College; now, therefore, be it
4949 RESOLVED, That the Senate of the State of Texas, 88th
5050 Legislature, hereby honor Dr. Cesar Maldonado for his service as
5151 chancellor of Houston Community College and extend to him sincere
5252 best wishes for the future; and, be it further
5353 RESOLVED, That an official copy of this Resolution be
5454 prepared for Dr. Maldonado as an expression of high regard from
5555 the Texas Senate.
