2	2	WHEREAS, Dr. Cesar Maldonado has made significant
3	3	contributions to higher education and workforce development as
4	4	chancellor of Houston Community College; and
5	5	WHEREAS, Named chancellor of the six-college system in
6	6	2014, Dr. Maldonado has fostered an inclusive, supportive
7	7	culture for students and staff while boosting academic
8	8	achievement through innovative programs; his restructuring of
9	9	HCC has increased the number of graduates by over 12 percent per
10	10	year, and the scholastic performance of first-year students has
11	11	improved markedly; and
12	12	WHEREAS, Dr. Maldonado has established academic
13	13	partnerships that allow students to transition seamlessly to
14	14	specified four-year programs at such institutions as Texas A&M
15	15	University, The University of Texas at Tyler, and Stephen F.
16	16	Austin State University; in addition, he has developed
17	17	partnerships with local industries to open pathways for students
18	18	eager to enter the workforce after obtaining an associate's
19	19	degree or certificate; and
20	20	WHEREAS, Ably steering the institution through such
21	21	challenges as Hurricane Harvey and the COVID-19 pandemic,
22	22	Dr. Maldonado has focused on fiscal stability, including debt
23	23	reduction and strengthening of reserves, as a key element of
24	24	strategic planning; at the same time, he has overseen the
25	25	expansion of HCC to 19 campuses and facilities; among HCC's 14
26	26	new Centers of Excellence are the Challenger Learning Center for
27	27	Space Science and the Resiliency Operations Center; moreover,
28	28	HCC has been reaffirmed twice as an Achieving the Dream Leader
29	29	College, signaling a solid commitment to educational access and
30	30	quality; and
31	31	WHEREAS, The recipient of numerous honors, Dr. Maldonado
32	32	was presented with the Houston Hispanic Chamber of Commerce
33	33	Chairman's Award; he was also named Most Admired Non-profit CEO
34	34	by Houston Business Journal, and he has been elected to the
35	35	Philosophical Society of Texas, the Texas Tech University
36	36	Engineering Academy, and the Phi Theta Kappa Texas Hall of Fame
37	37	for Student Engagement; and
38	38	WHEREAS, Dr. Maldonado brought to HCC an unusual breadth
39	39	of experience; after more than 25 years as a business executive,
40	40	he served as president of Texas State Technical College and as
41	41	vice chancellor for institutional effectiveness and
42	42	commercialization for the TSTC System; he holds bachelor's and
43	43	master's degrees in chemical engineering from Texas A&M
44	44	University and a doctorate in systems and engineering management
45	45	from Texas Tech University; and
46	46	WHEREAS, Through his adept leadership and commitment to
47	47	excellence, Cesar Maldonado has greatly advanced the important
48	48	mission of Houston Community College; now, therefore, be it
49	49	RESOLVED, That the Senate of the State of Texas, 88th
50	50	Legislature, hereby honor Dr. Cesar Maldonado for his service as
51	51	chancellor of Houston Community College and extend to him sincere
52	52	best wishes for the future; and, be it further
53	53	RESOLVED, That an official copy of this Resolution be
54	54	prepared for Dr. Maldonado as an expression of high regard from
55	55	the Texas Senate.
