| 2 | 2 | | WHEREAS, On February 6, 2023, a powerful earthquake struck |

| 3 | 3 | | southeastern Turkey and the northwest region of Syria, resulting |
|---|
| 4 | 4 | | in tens of thousands of fatalities and catastrophic damage |
|---|
| 5 | 5 | | throughout the area; and |
|---|
| 6 | 6 | | WHEREAS, Governments around the world responded quickly to |
|---|
| 7 | 7 | | requests for assistance, deploying rescue teams and providing |
|---|
| 8 | 8 | | aid for the nearly 18 million people in Turkey and Syria who were |
|---|
| 9 | 9 | | impacted by the disaster; among those who were involved in rescue |
|---|
| 10 | 10 | | and relief efforts were personnel from both the United States and |
|---|
| 11 | 11 | | Mexico, including members of the Joint Military Assistance |
|---|
| 12 | 12 | | Command and affiliated Mexican agencies; and |
|---|
| 13 | 13 | | WHEREAS, Mexico deployed search and rescue canine teams to |
|---|
| 14 | 14 | | Turkey as part of international emergency relief operations, and |
|---|
| 15 | 15 | | two canines lost their lives while participating in search and |
|---|
| 16 | 16 | | rescue efforts; these heroic dogs were Proteo, who performed four |
|---|
| 17 | 17 | | rescues and over 35 recoveries in the line of duty, and Frida, who |
|---|
| 18 | 18 | | was involved in 12 rescues and 41 recoveries throughout her |
|---|
| 19 | 19 | | career; and |
|---|
| 20 | 20 | | WHEREAS, In addition to posthumously recognizing the two |
|---|
| 21 | 21 | | search and rescue dogs, the Joint Military Assistance Command has |
|---|
| 22 | 22 | | also awarded posthumous honors to a civilian canine, Pinky, who |
|---|
| 23 | 23 | | demonstrated remarkable courage while fighting off robbers in |
|---|
| 24 | 24 | | the disaster area and passed away five weeks after being wounded |
|---|
| 25 | 25 | | in the incident; and |
|---|
| 26 | 26 | | WHEREAS, These three valiant canines will be remembered |
|---|
| 27 | 27 | | not only for their extraordinary acts of bravery, but also for |
|---|
| 28 | 28 | | the special bonds of loyalty that they shared with their owners |
|---|
| 29 | 29 | | and handlers, and they are truly deserving of recognition for |
|---|
| 30 | 30 | | their honorable service; now, therefore, be it |
|---|
| 31 | 31 | | RESOLVED, That the Senate of the State of Texas, 88th |
|---|
| 32 | 32 | | Legislature, hereby pay tribute to the lives of Proteo, Frida, |
|---|
| 33 | 33 | | and Pinky and express sincere gratitude to all those who took |
|---|
| 34 | 34 | | part in search and rescue operations in the aftermath of the 2023 |
