1+SENATE RESOLUTION NO. 678
52 WHEREAS, The Texas Senate finds that border security is a
63 federal responsibility; and
7- WHEREAS, Due to the lack of action by the federal
8- government, the State of Texas has been forced to continually
9- appropriate funds to secure the southern border of the United
10- States; and

1511 trafficking, drug proliferation, and the expansion of vast
1612 criminal enterprises cannot be easily quantified; and
1713 WHEREAS, The financial cost that the State of Texas has
1814 paid or will pay to combat these criminal acts has totaled more
1915 than $9,927,000,000; and
20- WHEREAS, The state has spent the following amounts on
21- border security in each of the most recent biennial state
22- budgets:

2419 2018-2019 - $800,000,000
2520 2020-2021 - $800,600,000
2621 2022-2023 - $2,926,400,000; and
2722 WHEREAS, Texas plans to spend $4,600,000,000 to secure the
2823 border in the 2024-2025 biennium; now, therefore, be it
2924 RESOLVED, That the Senate of the 88th Texas Legislature
30- hereby respectfully request that the Congress of the United
31- States fully reimburse the State of Texas for $9,927,000,000 in
32- expended funds that were used or will be used to meet federal
33- obligations to secure the southern border; and, be it further

3429 RESOLVED, That Texas is not seeking reimbursement for

4640 Congressional Record as a memorial to the Congress of the United
