56 BE IT RESOLVED by the Senate of the State of Texas, 88th
67 Legislature, Regular Session, 2023, That Senate Rule 12.03 be
78 suspended in part as provided by Senate Rule 12.08 to enable the
8- conference committee appointed to resolve the differences on
9- House Bill 5344 (the eligibility of certain retired
10- firefighters, police officers, and emergency medical services
11- providers to purchase continued health benefits coverage; the
12- creation of certain special purpose districts and the name,
13- powers, and duties of the 3 B&J Municipal Utility District;
14- granting a limited power of eminent domain; providing authority
15- to issue bonds; providing authority to impose assessments, fees,
16- and taxes) to consider and take action on the following matters:

42- (2) is entitled to receive retirement benefits from
43- a county, appraisal district, or municipal retirement plan, [or]

181178 (2) the fourth anniversary of the date of the

183180 (e) If Subsection (d) applies, the owner or owners of a

235232 activity in the district, including programs to:
236233 (1) make loans and grants of public money; and
237234 (2) provide district personnel and services.

240- to municipalities by:

297- (f) On or before the 30th day after the date of adoption
298- of an order dividing the district, the district shall file the
299- order with the Texas Commission on Environmental Quality and
300- record the order in the real property records of each county in
301- which the district is located.
302- (g) Any new district created by the division of the
303- district must hold an election as required by this chapter to
304- obtain voter approval before the district may impose a
305- maintenance tax or issue bonds payable wholly or partly from ad
306- valorem taxes.
307- (h) Municipal consent to the creation of the district and
308- to the inclusion of land in the district granted under Section

321- recent certified tax appraisal roll for the county.

347- holding a hearing in the manner required for additional
