No. 733 SENATE RESOLUTION WHEREAS, The Senate of the State of Texas honors and commemorates the life of Norberto "Beto" Salinas, the former mayor of Mission, who died on May 25, 2023, at the age of 77; and WHEREAS, Norberto Salinas was born in 1946; an exemplary citizen and a dedicated civic leader, his career of public service had a positive and far-reaching impact on the fabric of life in the Rio Grande Valley; and WHEREAS, President of S&F Developers and Builders and a prominent citizen of Mission, Beto served the community for 12 years as the Hidalgo County Commissioner of Precinct Three; in 1998, he focused his passion for civil service into a successful run for mayor of Mission, a role in which he served with the highest distinction throughout his two decades in office; Mayor Salinas helped to guide Mission as it emerged into one of the Rio Grande Valley's fastest-growing cities; his policies helped stimulate the local economy by bringing in new business, and he was instrumental in the successful planning and construction of the Anzalduas International Bridge; and WHEREAS, Mr. Salinas contributed his efforts and expertise to benefit the people of Texas for decades through his service in gubernatorial appointments to the Indigent Health Care Advisory Task Force, the Texas Funeral Commission, and the Texas Department of Housing and Community Affairs; a member of the National Association of Hispanic Elected Officials, he served as chairman of the Lower Rio Grande Valley Development Council Board of Directors and the Texas Department of Transportation Metropolitan Planning Organization Policy Committee; and WHEREAS, An inductee of the Rio Grande Valley Walk of Fame, Beto extended his community involvement far beyond his responsibilities as an elected official; he was active in such organizations as Mission Helping Hands, Sullivan City Headstart Program, and Mission Boys and Girls Club, and he was honored with multiple awards and accolades including City of Mission Man of the Year, Mr. Mission, and Mission Rotary Club Citizen of the Year; and WHEREAS, A man of strength, compassion, and determination, Beto Salinas was a respected and admired figure in the Mission community as well as in the arenas of public service and policymaking throughout the Rio Grande Valley and the state; he made a positive difference in the lives of countless people through his vision, his integrity, and his commitment to the greater good, and he leaves a lasting legacy of devoted service to the Mission community and to the Lone Star State; his memory will be forever cherished by his family and friends and by all who were privileged to know him and to share in his life; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 88th Legislature, hereby extend sincere condolences to the bereaved family of Norberto Salinas; and, be it further RESOLVED, That a copy of this Resolution be prepared for his family as an expression of deepest sympathy from the Texas Senate and that when the Senate adjourns this day, it do so in memory of Beto Salinas.
