5 | 5 | | WHEREAS, The Senate of the State of Texas honors and |

6 | 6 | | commemorates the life of Norberto "Beto" Salinas, the former |
---|
7 | 7 | | mayor of Mission, who died on May 25, 2023, at the age of 77; and |
---|
8 | 8 | | WHEREAS, Norberto Salinas was born in 1946; an exemplary |
---|
9 | 9 | | citizen and a dedicated civic leader, his career of public |
---|
10 | 10 | | service had a positive and far-reaching impact on the fabric of |
---|
11 | 11 | | life in the Rio Grande Valley; and |
---|
12 | 12 | | WHEREAS, President of S&F Developers and Builders and a |
---|
13 | 13 | | prominent citizen of Mission, Beto served the community for 12 |
---|
14 | 14 | | years as the Hidalgo County Commissioner of Precinct Three; in |
---|
15 | 15 | | 1998, he focused his passion for civil service into a successful |
---|
16 | 16 | | run for mayor of Mission, a role in which he served with the |
---|
17 | 17 | | highest distinction throughout his two decades in office; Mayor |
---|
18 | 18 | | Salinas helped to guide Mission as it emerged into one of the Rio |
---|
19 | 19 | | Grande Valley's fastest-growing cities; his policies helped |
---|
20 | 20 | | stimulate the local economy by bringing in new business, and he |
---|
21 | 21 | | was instrumental in the successful planning and construction of |
---|
22 | 22 | | the Anzalduas International Bridge; and |
---|
23 | 23 | | WHEREAS, Mr. Salinas contributed his efforts and expertise |
---|
24 | 24 | | to benefit the people of Texas for decades through his service in |
---|
25 | 25 | | gubernatorial appointments to the Indigent Health Care Advisory |
---|
26 | 26 | | Task Force, the Texas Funeral Commission, and the Texas |
---|
27 | 27 | | Department of Housing and Community Affairs; a member of the |
---|
28 | 28 | | National Association of Hispanic Elected Officials, he served as |
---|
29 | 29 | | chairman of the Lower Rio Grande Valley Development Council Board |
---|
30 | 30 | | of Directors and the Texas Department of Transportation |
---|
31 | 31 | | Metropolitan Planning Organization Policy Committee; and |
---|
32 | 32 | | WHEREAS, An inductee of the Rio Grande Valley Walk of Fame, |
---|
33 | 33 | | Beto extended his community involvement far beyond his |
---|
34 | 34 | | responsibilities as an elected official; he was active in such |
---|
35 | 35 | | organizations as Mission Helping Hands, Sullivan City Headstart |
---|
36 | 36 | | Program, and Mission Boys and Girls Club, and he was honored with |
---|
37 | 37 | | multiple awards and accolades including City of Mission Man of |
---|
38 | 38 | | the Year, Mr. Mission, and Mission Rotary Club Citizen of the |
---|
39 | 39 | | Year; and |
---|
40 | 40 | | WHEREAS, A man of strength, compassion, and determination, |
---|
41 | 41 | | Beto Salinas was a respected and admired figure in the Mission |
---|
42 | 42 | | community as well as in the arenas of public service and |
---|
43 | 43 | | policymaking throughout the Rio Grande Valley and the state; he |
---|
44 | 44 | | made a positive difference in the lives of countless people |
---|
45 | 45 | | through his vision, his integrity, and his commitment to the |
---|
46 | 46 | | greater good, and he leaves a lasting legacy of devoted service |
---|
47 | 47 | | to the Mission community and to the Lone Star State; his memory |
---|
48 | 48 | | will be forever cherished by his family and friends and by all who |
---|
49 | 49 | | were privileged to know him and to share in his life; now, |
---|
50 | 50 | | therefore, be it |

51 | 51 | | RESOLVED, That the Senate of the State of Texas, 88th |

52 | 52 | | Legislature, hereby extend sincere condolences to the bereaved |
---|
53 | 53 | | family of Norberto Salinas; and, be it further |

54 | 54 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
55 | 55 | | his family as an expression of deepest sympathy from the Texas |
---|
56 | 56 | | Senate and that when the Senate adjourns this day, it do so in |
