55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Norberto "Beto" Salinas, the former
77 mayor of Mission, who died on May 25, 2023, at the age of 77; and
88 WHEREAS, Norberto Salinas was born in 1946; an exemplary
99 citizen and a dedicated civic leader, his career of public
1010 service had a positive and far-reaching impact on the fabric of
1111 life in the Rio Grande Valley; and
1212 WHEREAS, President of S&F Developers and Builders and a
1313 prominent citizen of Mission, Beto served the community for 12
1414 years as the Hidalgo County Commissioner of Precinct Three; in
1515 1998, he focused his passion for civil service into a successful
1616 run for mayor of Mission, a role in which he served with the
1717 highest distinction throughout his two decades in office; Mayor
1818 Salinas helped to guide Mission as it emerged into one of the Rio
1919 Grande Valley's fastest-growing cities; his policies helped
2020 stimulate the local economy by bringing in new business, and he
2121 was instrumental in the successful planning and construction of
2222 the Anzalduas International Bridge; and
2323 WHEREAS, Mr. Salinas contributed his efforts and expertise
2424 to benefit the people of Texas for decades through his service in
2525 gubernatorial appointments to the Indigent Health Care Advisory
2626 Task Force, the Texas Funeral Commission, and the Texas
2727 Department of Housing and Community Affairs; a member of the
2828 National Association of Hispanic Elected Officials, he served as
2929 chairman of the Lower Rio Grande Valley Development Council Board
3030 of Directors and the Texas Department of Transportation
3131 Metropolitan Planning Organization Policy Committee; and
3232 WHEREAS, An inductee of the Rio Grande Valley Walk of Fame,
3333 Beto extended his community involvement far beyond his
3434 responsibilities as an elected official; he was active in such
3535 organizations as Mission Helping Hands, Sullivan City Headstart
3636 Program, and Mission Boys and Girls Club, and he was honored with
3737 multiple awards and accolades including City of Mission Man of
3838 the Year, Mr. Mission, and Mission Rotary Club Citizen of the
3939 Year; and
4040 WHEREAS, A man of strength, compassion, and determination,
4141 Beto Salinas was a respected and admired figure in the Mission
4242 community as well as in the arenas of public service and
4343 policymaking throughout the Rio Grande Valley and the state; he
4444 made a positive difference in the lives of countless people
4545 through his vision, his integrity, and his commitment to the
4646 greater good, and he leaves a lasting legacy of devoted service
4747 to the Mission community and to the Lone Star State; his memory
4848 will be forever cherished by his family and friends and by all who
4949 were privileged to know him and to share in his life; now,
5050 therefore, be it
5151 RESOLVED, That the Senate of the State of Texas, 88th
5252 Legislature, hereby extend sincere condolences to the bereaved
5353 family of Norberto Salinas; and, be it further
5454 RESOLVED, That a copy of this Resolution be prepared for
5555 his family as an expression of deepest sympathy from the Texas
5656 Senate and that when the Senate adjourns this day, it do so in
5757 memory of Beto Salinas.
