11 SENATE RESOLUTION NO. 734
22 WHEREAS, The first cohort of high school students to
33 complete the Together for a Better Tomorrow Youth Citizen
44 Scientist Program was honored during a graduation ceremony on May
55 20, 2023, in McAllen; and
66 WHEREAS, Launched in 2022 by Methodist Healthcare
7- Ministries of South Texas, Inc., and Texas A&M Health, the Youth
8- Citizen Scientist Program is part of a two-year study of arsenic
9- and other toxic contaminants found in drinking water supplies in
10- border colonia communities in the Rio Grande Valley; the $1.5
11- million study funded by Methodist Healthcare Ministries is
12- scheduled for completion in 2024, and its findings will help to
13- create public policy solutions for improved water quality and to
14- equip border residents with the tools they need to safeguard
15- their overall health; and

1717 in Hidalgo County took part in the program: Jesús Barbosa,
1818 Stephani Barbosa, Evelyn Betancourt, Zugeily Cosino, Govanny
1919 Cruz, Martha J. Garza, Vanessa Ortiz, Darleny Reyes, Eunice
2020 Reyna, Evelyn Rodriguez, Omar Sánchez, Donaldo Sebastián, Aaron
2121 Sierra, and Suzette Valero; the students received 16 hours of
2222 training and hands-on research, and following completion of the
2323 program, they were credited with 10 hours of community service;
2424 in addition, they were presented with a Youth Citizen Scientist
2525 Certificate from Texas A&M Health, a letter of academic
2626 recommendation, and water filtration systems; and
2727 WHEREAS, Participating schools in the Youth Citizen
2828 Scientist Program included Progreso High School, IDEA Edinburg,
2929 PSJA Collegiate School of Health Professions, PSJA Southwest
3030 Early College High School, IDEA Pharr, Donna North High School,
3131 and IDEA Alamo; and
3232 WHEREAS, By taking part in the Youth Citizen Scientist
3333 Program, these outstanding young Texans have demonstrated a
3434 commendable interest in protecting the health and well-being of
3535 their fellow citizens, and they indeed merit special
3636 recognition; now, therefore, be it
3737 RESOLVED, That the Senate of the State of Texas, 88th
3838 Legislature, hereby honor the Rio Grande Valley high school
3939 students who completed the Together for a Better Tomorrow Youth
4040 Citizen Scientist Program and extend to them sincere best wishes
4141 for the future; and, be it further
4242 RESOLVED, That an official copy of this Resolution be
4343 prepared for the students as an expression of high regard from
4444 the Texas Senate.
