| 2 | 2 | | WHEREAS, Dr. Lawrence B. Harkless is being inducted into |

| 3 | 3 | | the Prairie View Interscholastic League Coaches Association Hall |

| 4 | 4 | | of Fame on July 15, 2023, for his achievements in football; and |
|---|
| 5 | 5 | | WHEREAS, Raised in the Mayflower community in Tatum, |
|---|
| 6 | 6 | | Lawrence Harkless was the signal caller for the 1966 Mayflower |
|---|
| 7 | 7 | | High School football team that advanced to the state final under |
|---|
| 8 | 8 | | the guidance of his father, head coach Algie P. Harkless; |
|---|
| 9 | 9 | | completing his high school career at Tatum High School, he became |
|---|
| 10 | 10 | | the first Black student athlete to play quarterback in East |
|---|
| 11 | 11 | | Texas, and he led the Panthers to a regional championship |
|---|
| 12 | 12 | | victory; after attending North Texas State University, he earned |
|---|
| 13 | 13 | | a bachelor's degree and a doctor of podiatric medicine degree |
|---|
| 14 | 14 | | from the California College of Podiatric Medicine in San |
|---|
| 15 | 15 | | Francisco; and |
|---|
| 16 | 16 | | WHEREAS, Distinguishing himself over the course of a |
|---|
| 17 | 17 | | 30-year career, Dr. Harkless worked at The University of Texas |
|---|
| 18 | 18 | | Health Science Center at San Antonio, served as a professor in |
|---|
| 19 | 19 | | the Department of Orthopedics at Bexar County Hospital, and was |
|---|
| 20 | 20 | | the founding dean of the Western University of Health Sciences |
|---|
| 21 | 21 | | College of Podiatric Medicine; moreover, he was the interim dean |
|---|
| 22 | 22 | | of the first school of podiatric medicine in the Lone Star State |
|---|
| 23 | 23 | | at The University of Texas Rio Grande Valley; and |
|---|
| 24 | 24 | | WHEREAS, Dr. Harkless has received the UT Health San |
|---|
| 25 | 25 | | Antonio Presidential Award for Teaching Excellence and the |
|---|
| 26 | 26 | | Outstanding Educator in Diabetes Award from the American |
|---|
| 27 | 27 | | Diabetes Association; in 1995, he was appointed by Governor |
|---|
| 28 | 28 | | George W. Bush to the Texas Diabetes Council; he is a deacon at |
|---|
| 29 | 29 | | Second Baptist Church in San Antonio, and he enjoys the love and |
|---|
| 30 | 30 | | support of his wife, Gerry, his children, Erin and Lawrence, and |
|---|
| 31 | 31 | | his grandchildren, Eliana, Zola, Elijah, Charles, and Ethan; and |
|---|
| 32 | 32 | | WHEREAS, Through his accomplishments in football and in |
|---|
| 33 | 33 | | the health field, Dr. Lawrence Harkless has set an outstanding |
|---|
| 34 | 34 | | example to which others may aspire, and he is indeed deserving of |
|---|
| 35 | 35 | | this notable honor; now, therefore, be it |
|---|
| 36 | 36 | | RESOLVED, That the Senate of the State of Texas, 88th |
|---|
| 37 | 37 | | Legislature, 1st Called Session, hereby congratulate Dr. Lawrence |

| 38 | 38 | | B. Harkless on his induction into the Prairie View Interscholastic |

| 39 | 39 | | League Coaches Association Hall of Fame and extend to him sincere |

| 40 | 40 | | best wishes for the future; and, be it further |
