| 6 | 6 | | WHEREAS, Dr. René Gutiérrez of the Brownsville Independent |

| 7 | 7 | | School District has been named the 2023 Regional Superintendent of |

| 8 | 8 | | the Year by the Region One Education Service Center; and |
|---|
| 9 | 9 | | WHEREAS, Dr. Gutiérrez will go on to represent Region One in |
|---|
| 10 | 10 | | the statewide Superintendent of the Year Award Program sponsored by |
|---|
| 11 | 11 | | the Texas Association of School Boards; the program annually |
|---|
| 12 | 12 | | recognizes outstanding school administrators who demonstrate |
|---|
| 13 | 13 | | strong leadership skills and a commitment to improving educational |
|---|
| 14 | 14 | | quality and community engagement within their district; and |
|---|
| 15 | 15 | | WHEREAS, The superintendent of Brownsville ISD for the past |
|---|
| 16 | 16 | | four years, Dr. Gutiérrez currently oversees more than 37,000 |
|---|
| 17 | 17 | | students; over the course of his tenure, he has spearheaded |
|---|
| 18 | 18 | | numerous academic and instructional initiatives, such as the Vision |
|---|
| 19 | 19 | | Academy of Excellence, the Educator Technology Conference, and |
|---|
| 20 | 20 | | various college and career programs, and he has also expanded the |
|---|
| 21 | 21 | | district's catalogue of extracurricular activities to include |
|---|
| 22 | 22 | | mariachi, wrestling, and a sports program for special education |
|---|
| 23 | 23 | | students; moreover, he has worked tirelessly to address the |
|---|
| 24 | 24 | | specific scholastic needs of students who speak English as a second |
|---|
| 25 | 25 | | language and of those who are economically disadvantaged; and |
|---|
| 26 | 26 | | WHEREAS, Dr. Gutiérrez holds an associate's degree from |
|---|
| 27 | 27 | | Texas Southmost College, a bachelor's degree from Pan American |
|---|
| 28 | 28 | | University at Brownsville, and both a master's and a doctoral |
|---|
| 29 | 29 | | degree from The University of Texas-Pan American; he was also named |
|---|
| 30 | 30 | | the Regional Superintendent of the Year by Region One ESC in 2012 |
|---|
| 31 | 31 | | while serving as the superintendent of Edinburg CISD; and |
|---|
| 32 | 32 | | WHEREAS, Through his unwavering commitment to area students |
|---|
| 33 | 33 | | and staff, René Gutiérrez has led the way in fostering a supportive |
|---|
| 34 | 34 | | and challenging educational environment, and he is truly deserving |
|---|
| 35 | 35 | | of this prestigious honor; now, therefore, be it |
|---|
| 36 | 36 | | RESOLVED, That the Senate of the 88th Texas Legislature, 1st |
|---|
| 37 | 37 | | Called Session, hereby congratulate Dr. René Gutiérrez on being |
|---|
| 38 | 38 | | named the 2023 Regional Superintendent of the Year by the Region One |
|---|
| 39 | 39 | | Education Service Center and extend to him sincere best wishes for |

| 40 | 40 | | continued success with his important work; and, be it further |
