44 R E S O L U T I O N
55 WHEREAS, A full and generous life drew to a close with the
66 passing of Joyce McCoy Swinford of Dumas on June 21, 2023, at the
77 age of 79; and
88 WHEREAS, The daughter of Milas and Mary Ann McCoy, the former
99 Joyce McCoy was born in American Fork, Utah, on September 27, 1943,
1010 and spent most of her childhood in New Mexico; her family moved to
1111 Lubbock just before her senior year, and she graduated from
1212 Monterey High School; as a student at Texas Tech University, she met
1313 the love of her life, David Swinford, and they married on June 19,
1414 1964; the couple settled in Dumas and welcomed a son, David
1515 Christopher, in 1965, and a daughter, Melissa Rae, two years later;
1616 and
1717 WHEREAS, Mrs. Swinford devoted herself happily to her home
1818 and family for several years while her children were small; later,
1919 she taught kindergarten part-time at First Street Church of Christ,
2020 and she eventually became a bookkeeper for the family business,
2121 Moore County Grain; along the way, she was very involved in her
2222 children's activities, and she traveled extensively to help them
2323 with their 4-H and FFA livestock; she also volunteered with the
2424 Community Concerts program, and in her free time, she enjoyed
2525 singing and playing the piano; and
2626 WHEREAS, When Mr. Swinford ran for a seat in the Texas House
2727 of Representatives, Mrs. Swinford campaigned for him
2828 enthusiastically, driving countless miles to participate in
2929 parades and various functions; following his election in 1990, she
3030 supported his work wholeheartedly and became active in the
3131 Legislative Ladies Club, which she served as president from 2001 to
3232 2003; many friends and family members visited the Swinfords in
3333 Austin, and she graciously showed them around the city and the
3434 Capitol; and
3535 WHEREAS, Mrs. Swinford was a member of the 2007 Leadership
3636 Texas cohort, and she took part in Business & Professional Women's
3737 Club activities in the Panhandle; a woman of faith, she was a valued
3838 congregant of Sunray Church of Christ, where she served in myriad
3939 capacities, including teaching children's Bible classes and
4040 assisting with Monday Night for the Master and the women's
4141 ministry; she hosted numerous showers, small groups, and other
4242 gatherings in her home as well; and
4343 WHEREAS, Above all, Mrs. Swinford was dedicated to her
4444 family; she enjoyed making holidays and other get-togethers extra
4545 special, and she made sure her four grandsons had wonderful
4646 memories of their visits to Granny and Granddad in Austin; her
4747 grandchildren and great-grandchildren always brought a smile to her
4848 face; she and her husband shared a fulfilling relationship of 58
4949 years until his passing; she was also preceded in death by a
5050 granddaughter, Christie Marie Bates, as well as her parents, Milas
5151 and Mary Ann McCoy, her parents-in-law, Oley and Hazel Swinford,
5252 her brothers-in-law, Sammy Alan, Earl, and Jerry, and her
5353 sister-in-law, Pat; and
5454 WHEREAS, Although Joyce Swinford will be deeply missed, those
5555 who held her dear will forever remember the warmth and kindness she
5656 brought into their lives; now, therefore, be it
5757 RESOLVED, That the House of Representatives of the 88th Texas
5858 Legislature, 2nd Called Session, hereby pay tribute to the life of
5959 Joyce McCoy Swinford and extend sincere condolences to the members
6060 of her family: to her son, Chris Swinford, and his wife, Brenda; to
6161 her daughter, Melissa Bates, and her husband, Rob; to her
6262 grandsons, Daniel Swinford, Alan Swinford and his wife, Haylee,
6363 Phillip Bates and his wife, Alayna, and William Bates and his wife,
6464 Isabel; to her great-grandchildren, Gavin, Kieran, Josiah, Adelyn,
6565 and Ellie; to her brother, David McCoy; to her sisters-in-law,
6666 Sylvia Swinford and Jimmie Swinford; and to her many other
6767 relatives and friends; and, be it further
6868 RESOLVED, That an official copy of this resolution be
6969 prepared for her family and that when the Texas House of
7070 Representatives adjourns this day, it do so in memory of Joyce McCoy
7171 Swinford.
