5 | 5 | | WHEREAS, A full and generous life drew to a close with the |

6 | 6 | | passing of Joyce McCoy Swinford of Dumas on June 21, 2023, at the |
---|
7 | 7 | | age of 79; and |
---|
8 | 8 | | WHEREAS, The daughter of Milas and Mary Ann McCoy, the former |
---|
9 | 9 | | Joyce McCoy was born in American Fork, Utah, on September 27, 1943, |
---|
10 | 10 | | and spent most of her childhood in New Mexico; her family moved to |
---|
11 | 11 | | Lubbock just before her senior year, and she graduated from |
---|
12 | 12 | | Monterey High School; as a student at Texas Tech University, she met |
---|
13 | 13 | | the love of her life, David Swinford, and they married on June 19, |
---|
14 | 14 | | 1964; the couple settled in Dumas and welcomed a son, David |
---|
15 | 15 | | Christopher, in 1965, and a daughter, Melissa Rae, two years later; |
---|
16 | 16 | | and |
---|
17 | 17 | | WHEREAS, Mrs. Swinford devoted herself happily to her home |
---|
18 | 18 | | and family for several years while her children were small; later, |
---|
19 | 19 | | she taught kindergarten part-time at First Street Church of Christ, |
---|
20 | 20 | | and she eventually became a bookkeeper for the family business, |
---|
21 | 21 | | Moore County Grain; along the way, she was very involved in her |
---|
22 | 22 | | children's activities, and she traveled extensively to help them |
---|
23 | 23 | | with their 4-H and FFA livestock; she also volunteered with the |
---|
24 | 24 | | Community Concerts program, and in her free time, she enjoyed |
---|
25 | 25 | | singing and playing the piano; and |
---|
26 | 26 | | WHEREAS, When Mr. Swinford ran for a seat in the Texas House |
---|
27 | 27 | | of Representatives, Mrs. Swinford campaigned for him |
---|
28 | 28 | | enthusiastically, driving countless miles to participate in |
---|
29 | 29 | | parades and various functions; following his election in 1990, she |
---|
30 | 30 | | supported his work wholeheartedly and became active in the |
---|
31 | 31 | | Legislative Ladies Club, which she served as president from 2001 to |
---|
32 | 32 | | 2003; many friends and family members visited the Swinfords in |
---|
33 | 33 | | Austin, and she graciously showed them around the city and the |
---|
34 | 34 | | Capitol; and |
---|
35 | 35 | | WHEREAS, Mrs. Swinford was a member of the 2007 Leadership |
---|
36 | 36 | | Texas cohort, and she took part in Business & Professional Women's |
---|
37 | 37 | | Club activities in the Panhandle; a woman of faith, she was a valued |
---|
38 | 38 | | congregant of Sunray Church of Christ, where she served in myriad |
---|
39 | 39 | | capacities, including teaching children's Bible classes and |
---|
40 | 40 | | assisting with Monday Night for the Master and the women's |
---|
41 | 41 | | ministry; she hosted numerous showers, small groups, and other |
---|
42 | 42 | | gatherings in her home as well; and |
---|
43 | 43 | | WHEREAS, Above all, Mrs. Swinford was dedicated to her |
---|
44 | 44 | | family; she enjoyed making holidays and other get-togethers extra |
---|
45 | 45 | | special, and she made sure her four grandsons had wonderful |
---|
46 | 46 | | memories of their visits to Granny and Granddad in Austin; her |
---|
47 | 47 | | grandchildren and great-grandchildren always brought a smile to her |
---|
48 | 48 | | face; she and her husband shared a fulfilling relationship of 58 |
---|
49 | 49 | | years until his passing; she was also preceded in death by a |
---|
50 | 50 | | granddaughter, Christie Marie Bates, as well as her parents, Milas |
---|
51 | 51 | | and Mary Ann McCoy, her parents-in-law, Oley and Hazel Swinford, |
---|
52 | 52 | | her brothers-in-law, Sammy Alan, Earl, and Jerry, and her |
---|
53 | 53 | | sister-in-law, Pat; and |
---|
54 | 54 | | WHEREAS, Although Joyce Swinford will be deeply missed, those |
---|
55 | 55 | | who held her dear will forever remember the warmth and kindness she |
---|
56 | 56 | | brought into their lives; now, therefore, be it |
---|
57 | 57 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
58 | 58 | | Legislature, 2nd Called Session, hereby pay tribute to the life of |
---|
59 | 59 | | Joyce McCoy Swinford and extend sincere condolences to the members |
---|
60 | 60 | | of her family: to her son, Chris Swinford, and his wife, Brenda; to |

61 | 61 | | her daughter, Melissa Bates, and her husband, Rob; to her |

62 | 62 | | grandsons, Daniel Swinford, Alan Swinford and his wife, Haylee, |

63 | 63 | | Phillip Bates and his wife, Alayna, and William Bates and his wife, |

64 | 64 | | Isabel; to her great-grandchildren, Gavin, Kieran, Josiah, Adelyn, |
