5 | 5 | | WHEREAS, Residents of Katy lost an admired civic leader |

6 | 6 | | with the passing of Karon Kaye Tinsley Goolsby on June 19, 2023, |

7 | 7 | | at the age of 73; and |

8 | 8 | | WHEREAS, The daughter of Harold Tulsa "Tip" Tinsley and |
---|
9 | 9 | | Sarah Johnette "Pete" Tinsley, the former Kaye Tinsley was born |
---|
10 | 10 | | in Ruston, Louisiana, on April 3, 1950; she completed her |
---|
11 | 11 | | bachelor's degree in business administration at Louisiana Tech |
---|
12 | 12 | | University and married her college sweetheart, Gary B. Goolsby, |
---|
13 | 13 | | on April 26, 1975; after living briefly in Houston, they settled |
---|
14 | 14 | | in Katy in 1977; they became the proud parents of a son, Greg, and |
---|
15 | 15 | | Mrs. Goolsby supported him in all his activities; she served at |
---|
16 | 16 | | his schools in numerous capacities, from PTA officer to varsity |
---|
17 | 17 | | football coordinator, and then benefited the entire Katy |
---|
18 | 18 | | Independent School District as a member of its PTA Council and |
---|
19 | 19 | | Partners in Education Advisory Board; she was also a member of |
---|
20 | 20 | | the advisory team for Taylor High School, and alongside her |
---|
21 | 21 | | husband, she became a Keystone Investor in the Katy ISD Education |
---|
22 | 22 | | Foundation; and |
---|
23 | 23 | | WHEREAS, Mrs. Goolsby gave generously of her time and |
---|
24 | 24 | | talents to numerous organizations, among them the Memorial |
---|
25 | 25 | | Parkway Community Association, Houston Junior Forum, and the |
---|
26 | 26 | | Business Steering Committee for Houston Community College; she |
---|
27 | 27 | | chaired the Katy Area Chamber of Commerce Government Affairs |
---|
28 | 28 | | Committee and led the chamber's Katy Day event during three |
---|
29 | 29 | | legislative sessions; long active in the Republican Party, she |
---|
30 | 30 | | provided invaluable expertise to countless successful campaigns |
---|
31 | 31 | | at the local, state, and national levels; she held a variety of |
---|
32 | 32 | | key positions in such organizations as the Mason Creek Republican |
---|
33 | 33 | | Women, West Houston Republican Women, and Greater Katy Area |
---|
34 | 34 | | Republicans, and she was highly involved in the Texas Federation |
---|
35 | 35 | | of Republican Women; eventually, she took prominent roles in the |
---|
36 | 36 | | National Federation of Republican Women; she was honored in 2011 |
---|
37 | 37 | | as one of the Top Ten Republican Women in Texas; along the way, |
---|
38 | 38 | | she combined her passion for education and politics by arranging |
---|
39 | 39 | | for students to meet public officials, making school |
---|
40 | 40 | | presentations on the democratic system, and judging mock |
---|
41 | 41 | | congressional hearings; and |
---|
42 | 42 | | WHEREAS, For over 40 years, Mrs. Goolsby was a pillar of |
---|
43 | 43 | | First United Methodist Church of Katy, and she became its first |
---|
44 | 44 | | female lay leader; above all, she was devoted to her family, |
---|
45 | 45 | | which grew to include two treasured grandchildren, Preston and |
---|
46 | 46 | | Avery; and |
---|
47 | 47 | | WHEREAS, The life of Kaye Goolsby stands as an inspiring |
---|
48 | 48 | | example of civic engagement, and her contributions will be |
---|
49 | 49 | | remembered and admired for years to come; now, therefore, be it |
---|
50 | 50 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
51 | 51 | | Legislature, 2nd Called Session, hereby pay tribute to the memory |
---|
52 | 52 | | of Kaye Goolsby and extend sincere condolences to her family and |
---|
53 | 53 | | many friends; and, be it further |

54 | 54 | | RESOLVED, That an official copy of this Resolution be |

55 | 55 | | prepared for her family and that when the Texas Senate adjourns |
