55 WHEREAS, Residents of Katy lost an admired civic leader
66 with the passing of Karon Kaye Tinsley Goolsby on June 19, 2023,
77 at the age of 73; and
88 WHEREAS, The daughter of Harold Tulsa "Tip" Tinsley and
99 Sarah Johnette "Pete" Tinsley, the former Kaye Tinsley was born
1010 in Ruston, Louisiana, on April 3, 1950; she completed her
1111 bachelor's degree in business administration at Louisiana Tech
1212 University and married her college sweetheart, Gary B. Goolsby,
1313 on April 26, 1975; after living briefly in Houston, they settled
1414 in Katy in 1977; they became the proud parents of a son, Greg, and
1515 Mrs. Goolsby supported him in all his activities; she served at
1616 his schools in numerous capacities, from PTA officer to varsity
1717 football coordinator, and then benefited the entire Katy
1818 Independent School District as a member of its PTA Council and
1919 Partners in Education Advisory Board; she was also a member of
2020 the advisory team for Taylor High School, and alongside her
2121 husband, she became a Keystone Investor in the Katy ISD Education
2222 Foundation; and
2323 WHEREAS, Mrs. Goolsby gave generously of her time and
2424 talents to numerous organizations, among them the Memorial
2525 Parkway Community Association, Houston Junior Forum, and the
2626 Business Steering Committee for Houston Community College; she
2727 chaired the Katy Area Chamber of Commerce Government Affairs
2828 Committee and led the chamber's Katy Day event during three
2929 legislative sessions; long active in the Republican Party, she
3030 provided invaluable expertise to countless successful campaigns
3131 at the local, state, and national levels; she held a variety of
3232 key positions in such organizations as the Mason Creek Republican
3333 Women, West Houston Republican Women, and Greater Katy Area
3434 Republicans, and she was highly involved in the Texas Federation
3535 of Republican Women; eventually, she took prominent roles in the
3636 National Federation of Republican Women; she was honored in 2011
3737 as one of the Top Ten Republican Women in Texas; along the way,
3838 she combined her passion for education and politics by arranging
3939 for students to meet public officials, making school
4040 presentations on the democratic system, and judging mock
4141 congressional hearings; and
4242 WHEREAS, For over 40 years, Mrs. Goolsby was a pillar of
4343 First United Methodist Church of Katy, and she became its first
4444 female lay leader; above all, she was devoted to her family,
4545 which grew to include two treasured grandchildren, Preston and
4646 Avery; and
4747 WHEREAS, The life of Kaye Goolsby stands as an inspiring
4848 example of civic engagement, and her contributions will be
4949 remembered and admired for years to come; now, therefore, be it
5050 RESOLVED, That the Senate of the State of Texas, 88th
5151 Legislature, 2nd Called Session, hereby pay tribute to the memory
5252 of Kaye Goolsby and extend sincere condolences to her family and
5353 many friends; and, be it further
5454 RESOLVED, That an official copy of this Resolution be
5555 prepared for her family and that when the Texas Senate adjourns
5656 this day, it do so in memory of Karon Kaye Tinsley Goolsby.
