6+ WHEREAS, The death of Mario A. Martinez on June 28, 2023, at
7+ the age of 69, has profoundly saddened the many people whose lives
8+ he touched over the course of a noteworthy career spanning nearly
9+ five decades in the legislative community; and
910 WHEREAS, The son of Charlie Martinez Jr. and Mary Louise
1011 Martinez, Mario Martinez was born in Bay City on June 2, 1954; he
1112 grew up with three siblings, Cecilia, Julia, and Charlie; after
12- graduating from Southwest Texas State University with a
13- bachelor's degree in criminal justice, he began working as a
14- legislative aide to State Representative Tom Uher and rose to
15- become chief of staff; he went on to serve as governmental
16- affairs director for the Texas State Troopers Association for
17- more than a decade; and
18- WHEREAS, Mr. Martinez married the love of his life,
19- Louann, in 1994, and they became the parents of two treasured
20- daughters, Avery and McKenna; the couple founded the consulting
21- firm Martinez & Associates in 1996, and until his passing,
22- Mr. Martinez represented major industries and law enforcement
23- entities, providing expertise regarding a number of challenging
24- issues; a loyal and diligent advocate for his clients, he
25- distinguished himself through his integrity, professionalism,
26- and deep expertise in the inner workings of government; his big
27- heart, engaging personality, and wonderful sense of humor
28- brought him numerous close friendships, and he was a kind mentor
29- to many; and
30- WHEREAS, Above all, Mr. Martinez was dedicated to his
31- family; he encouraged his daughters to follow their dreams while
32- instilling the importance of education, a strong work ethic, and
33- good character; in addition, he shared with them his love of
34- hunting, fishing, and adopting stray animals; he also enjoyed
35- spending time in Rockport on his boat; and
13+ graduating from Southwest Texas State University with a bachelor's
14+ degree in criminal justice, he began working as a legislative aide

32+ character; in addition, he shared with them his love of hunting,
33+ fishing, and adopting stray animals; he also enjoyed spending time
34+ in Rockport on his boat; and
3635 WHEREAS, Deeply caring, Mario Martinez sought to use his
3736 skill and influence not only for the benefit of his clients, but
3837 also for the betterment of Texas, and he will be greatly missed by
3938 all who were privileged to share in the richness of his life; now,
4039 therefore, be it
41- RESOLVED, That the Senate of the State of Texas, 88th
42- Legislature, 2nd Called Session, hereby pay tribute to the memory
43- of Mario A. Martinez and extend sincere condolences to the
44- members of his family: to his wife, Louann Martinez; to his
45- daughters, Avery Martinez and her fiancé, Ryan Harrington, and
46- McKenna Martinez; to his honorary daughter, Meg Green; to his
47- sisters, Cecilia Martinez and Julia Ebanks and her husband,
48- Ernie; to his brother, Charlie Martinez III, and his wife,
49- Theresa; to his nephew, Charles Martinez, and his partner, Trevor
50- Kent; to his nieces, Nicole Martinez, Mallory Dracket and her
51- husband, Demiko, and Annemarie Ebanks; to his great-nieces,
52- Clarice and Addison Warnock; and to his other relatives and host
53- of friends; and, be it further

41+ Called Session, hereby pay tribute to the memory of Mario
