55 WHEREAS, The city of Pearland lost a greatly admired civic
66 leader with the passing of Mayor Emeritus Tom Reid on
77 June 24, 2023, at the age of 97; and
88 WHEREAS, Born in Houston in 1925, Tom Reid was the son of
99 Thomas Joel and Hazel Nichols Reid; after proudly serving his
1010 country as a member of the United States Navy during World War II,
1111 he earned a bachelor's degree in mechanical engineering from The
1212 University of Texas in 1951, and as a student there, he held
1313 membership in the Texas Cowboys and Chi Phi Fraternity; and
1414 WHEREAS, In 1965, Mr. Reid moved to Pearland, where he
1515 enjoyed a 32-year career as a contractor for NASA's Johnson Space
1616 Center; over the course of his tenure with NASA, he was
1717 responsible for overseeing and managing the budgets for the
1818 Gemini, Apollo, Apollo-Soyuz, Skylab, and Space Shuttle
1919 programs; and
2020 WHEREAS, Mr. Reid served Pearland as mayor from 1978 to
2121 1990 and again from 1993 to 2020, and his long tenure coincided
2222 with a number of major developments, including the expansion of
2323 the city's western border and improvements to its public safety
2424 services and parks and trails systems; during that time, Pearland
2525 also experienced a significant increase in new businesses and
2626 large residential properties that contributed to its economic
2727 growth; and
2828 WHEREAS, Mayor Reid's active involvement in the community
2929 further included service as a city planning commissioner and as
3030 chair of the Pearland Library board and Brazoria Drainage
3131 District No. 4; an Eagle Scout, he also contributed to the Boy
3232 Scouts organization as a scoutmaster and Scout Troop Committee
3333 chair, and he volunteered his time in behalf of Pearland ISD, the
3434 Pearland Historical Society, the Pearland Arts League, the C. F.
3535 Spencer Masonic Lodge No. 1384, and other organizations; he was
3636 the first citizen to be awarded the title of mayor emeritus, and
3737 his outstanding record of service was further recognized with the
3838 naming of a U.S. Post Office in his honor; and
3939 WHEREAS, In all his endeavors, Mr. Reid enjoyed the love
4040 and support of a fine family that included his two children,
4141 Trisha and Carl, and his granddaughter, Nikki; and
4242 WHEREAS, The life of Tom Reid stands as an inspiring
4343 example of the good that one person can accomplish, and he leaves
4444 behind a legacy that will resonate in the Pearland community for
4545 many years to come; now, therefore, be it
4646 RESOLVED, That the Senate of the State of Texas, 88th
4747 Legislature, 2nd Called Session, hereby pay tribute to the memory
4848 of Mayor Emeritus Tom Reid and extend sincere sympathy to all
4949 those who mourn his passing; and, be it further
5050 RESOLVED, That an official copy of this Resolution be
5151 prepared for his family and that when the Texas Senate adjourns
5252 this day, it do so in memory of Tom Reid.
