| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | ARTICLE 1. LEGISLATIVE FINDING |
|---|
| 11 | 11 | | SECTION 1.01. (a) The legislature, acting with the |
|---|
| 12 | 12 | | governor, has the solemn duty to protect and defend the citizens of |
|---|
| 13 | 13 | | this state and maintain sovereignty over this state's borders. |
|---|
| 14 | 14 | | (b) An individual entering this state from a foreign country |
|---|
| 15 | 15 | | shall enter through a legal port of entry. |
|---|
| 16 | 16 | | ARTICLE 2. BORDER PROTECTION AGREEMENTS |
|---|
| 17 | 17 | | SECTION 2.01. Title 7, Government Code, is amended by |
|---|
| 18 | 18 | | adding Chapter 795 to read as follows: |

| 19 | 19 | | CHAPTER 795. BORDER PROTECTION AGREEMENTS WITH UNITED MEXICAN |

|---|
| 21 | 21 | | Sec. 795.001. AUTHORITY FOR AGREEMENTS AND ENGAGEMENT WITH |

| 22 | 22 | | AUTHORITIES OF UNITED MEXICAN STATES. (a) On behalf of this state, |
|---|
| 23 | 23 | | the governor shall coordinate, develop, and execute agreements with |
|---|
| 24 | 24 | | the United Mexican States and the states of the United Mexican |
|---|
| 25 | 25 | | States regarding the authority of this state to protect and defend |
|---|
| 26 | 26 | | its citizens. |
|---|
| 27 | 27 | | (b) The governor may appoint a group of individuals |
|---|
| 28 | 28 | | responsible for meeting in person with the appropriate local, |
|---|
| 29 | 29 | | state, and federal authorities of the United Mexican States to |
|---|
| 30 | 30 | | coordinate, develop, and execute agreements under Subsection (a). |
|---|
| 31 | 31 | | The group appointed under this subsection may operate within the |
|---|
| 32 | 32 | | United Mexican States as practicable. |
|---|
| 33 | 33 | | ARTICLE 3. EFFECTIVE DATE |
|---|
| 34 | 34 | | SECTION 3.01. This Act takes effect immediately if it |
|---|
| 35 | 35 | | receives a vote of two-thirds of all the members elected to each |
|---|
| 36 | 36 | | house, as provided by Section 39, Article III, Texas Constitution. |
|---|
| 37 | 37 | | If this Act does not receive the vote necessary for immediate |
|---|
| 38 | 38 | | effect, this Act takes effect on the 91st day after the last day of |
|---|
| 39 | 39 | | the legislative session. |
