| 7 | 7 | | relating to the implementation of certain rules regarding public |

| 8 | 8 | | school accountability adopted by the commissioner of education or |

| 9 | 9 | | the Texas Education Agency. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 39.001, Education Code, is amended by |
|---|
| 12 | 12 | | adding Subsection (c) to read as follows: |
|---|
| 13 | 13 | | (c) Notwithstanding any other law, the implementation of a |
|---|
| 14 | 14 | | rule adopted by the commissioner or the agency that affects methods |
|---|
| 15 | 15 | | or procedures for administering provisions of this chapter may be |
|---|
| 16 | 16 | | delayed until the second school year after the school year the rule |
|---|
| 17 | 17 | | is adopted unless the commissioner or the agency is required by law |
|---|
| 18 | 18 | | to adopt and implement the rule in a shorter period. |
|---|
| 19 | 19 | | SECTION 2. Section 39.001(c), Education Code, as added by |
|---|
| 20 | 20 | | this Act, applies only to a rule adopted on or after the effective |
|---|
| 21 | 21 | | date of this Act. |
|---|
| 22 | 22 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 23 | 23 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 24 | 24 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 25 | 25 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 26 | 26 | | Act takes effect on the 91st day after the last day of the |
|---|
| 27 | 27 | | legislative session. |
