44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to the creation of the Climate Change Impact Assessment
77 Council.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. (a) In this section, "council" means the Climate
1010 Change Impact Assessment Council established by this Act.
1111 (b) The council is established to study the impact of
1212 climate change on the health, safety, and welfare of the residents
1313 of this state.
1414 (c) The council is composed of the following members:
1515 (1) two members of the senate appointed by the
1616 lieutenant governor;
1717 (2) two members of the house of representatives
1818 appointed by the speaker of the house of representatives; and
1919 (3) seven members of the public appointed jointly by
2020 the lieutenant governor and the speaker of the house of
2121 representatives, including:
2222 (A) one member with expertise in climatology;
2323 (B) one member with expertise in this state's
2424 economy;
2525 (C) one member with expertise in land management
2626 and natural resource maintenance; and
2727 (D) one member representing the tourism
2828 industry.
2929 (d) A public member of the council is entitled to
3030 reimbursement of the travel expenses incurred by the member while
3131 conducting the business of the council, as provided by the General
3232 Appropriations Act.
3333 (e) The House Committee on Environmental Regulation and the
3434 Senate Committee on Natural Resources and Economic Development
3535 shall provide personnel and administrative support to the council
3636 as needed.
3737 (f) The council shall conduct a study to:
3838 (1) assess the current and potential effects of
3939 climate change trends on the residents, natural resources, public
4040 health, and economy of this state;
4141 (2) estimate the costs to this state of adverse
4242 effects associated with climate change;
4343 (3) research measures for preventing or mitigating the
4444 effects of flooding, erosion, drought, and wildfires that may be
4545 caused or worsened by climate change; and
4646 (4) recommend legislation or other regulations to
4747 minimize the adverse impact of climate change on this state.
4848 (g) The council shall hold public hearings in various parts
4949 of this state to gather information related to the study described
5050 in Subsection (f) of this section.
5151 (h) Not later than June 1, 2025, the council shall prepare
5252 and submit a report to the legislature containing the findings of
5353 the study described in Subsection (f) of this section.
5454 (i) The council is abolished and this Act expires September
5555 1, 2025.
5656 SECTION 2. Not later than March 1, 2024, the lieutenant
5757 governor and the speaker of the house of representatives shall
5858 appoint members to the Climate Change Impact Assessment Council as
5959 required by this Act.
6060 SECTION 3. This Act takes effect on the 91st day after the
6161 last day of the legislative session.
