5	5	CONCURRENT RESOLUTION
6	6	WHEREAS, The National Life Monument celebrates the miracle of
7	7	life and the women at the center of that miracle; and
8	8	WHEREAS, Sculpted by artist Timothy Schmalz, the bronze
9	9	sculpture depicts a mother with an unborn child cradled in a
10	10	world-shaped womb; and
11	11	WHEREAS, The eight-foot bronze statue was permanently
12	12	installed at the Church of San Marcello al Corso in Rome in May
13	13	2022, and after a tour of the U.S., the original Life Monument was
14	14	installed at the Theological College in Washington, D.C.; and
15	15	WHEREAS, Under Chapter 443, Government Code, and rules of the
16	16	State Preservation Board, a portion of the north Capitol grounds is
17	17	available for new monuments, subject to legislative approval,
18	18	specified procedural requirements, the provision of funding from
19	19	private donors, conformity to certain size and design limitations
20	20	and parameters, and completion on a timely basis; and
21	21	WHEREAS, A replica of the monument on the Capitol grounds
22	22	would provide a communal place for Texans to celebrate the beauty of
23	23	human life; now, therefore, be it
24	24	RESOLVED, That the 88th Legislature of the State of Texas,
25	25	3rd Called Session, hereby authorize the State Preservation Board,
26	26	subject to state law and rules of the board, to approve the
27	27	construction of a replica of the National Life Monument at the State
28	28	Capitol Complex, at a site outside of the historic Capitol grounds;
29	29	and, be it further
30	30	RESOLVED, That the Texas secretary of state forward an
31	31	official copy of this resolution to the executive director of the
32	32	State Preservation Board.
