44 R E S O L U T I O N
55 WHEREAS, A full and generous life drew to a close with the
66 passing of Noel Escobar, former mayor of the City of Escobares, on
77 September 30, 2022, at the age of 87; and
88 WHEREAS, Born in Escobares on January 10, 1935, to Niceforo
99 Escobar and Adela Flores, Noel Escobar grew up with the
1010 companionship of four siblings, Joel, Hermila, Maria, and Emma;
1111 after graduating from Roma High School in 1953, he moved to San
1212 Antonio and attended Durham's Business College; he later continued
1313 his studies at St. Mary's University, where he earned a bachelor of
1414 business administration degree in 1977; and
1515 WHEREAS, Answering his nation's call to duty, Mr. Escobar
1616 served as a member of the Marine Corps from January 1956 until July
1717 1959, when he received an honorable discharge at the rank of
1818 sergeant; he subsequently began a career in the civil service at
1919 Fort Sam Houston, and at the time of his retirement in 1997, he was
2020 the director of public works in the U.S. Army Corps of Engineers
2121 Business Management Division; and
2222 WHEREAS, Mr. Escobar and his wife, the late Felipita Pena,
2323 eventually returned to his hometown of Escobares to be closer to
2424 family and to take up ranching on a full-time basis; after learning
2525 about some of the issues facing the community, he joined other
2626 volunteers in the campaign to make Escobares an independent city;
2727 and
2828 WHEREAS, In 2005, Mr. Escobar was elected as the first mayor
2929 of the City of Escobares, and he continued to serve in that capacity
3030 until stepping down in December 2020; he never wavered in his
3131 dedication to improving the quality of life of his fellow citizens,
3232 and at the time of his death, he was planning to run for a seat on
3333 the city council in the upcoming election; and
3434 WHEREAS, Noel Escobar distinguished himself as an engaged
3535 citizen and a force for good in his community, and he will forever
3636 be a source of inspiration to the many people whose lives he
3737 touched; now, therefore, be it
3838 RESOLVED, That the House of Representatives of the 88th Texas
3939 Legislature, 3rd Called Session, hereby pay tribute to the memory
4040 of Noel Escobar and extend deepest sympathy to the members of his
4141 family: to his sisters, Hermila E. Garcia and her husband, Carlos,
4242 Maria Delia Rodriguez and her husband, Alonzo, and Emma Y. Vasquez
4343 and her husband, Mario; to his nieces, nephews, great-nieces, and
4444 great-nephews; and to his other relatives and friends; and, be it
4545 further
4646 RESOLVED, That an official copy of this resolution be
4747 prepared for his family and that when the Texas House of
4848 Representatives adjourns this day, it do so in memory of Noel
4949 Escobar.
