5 | 5 | | WHEREAS, A full and generous life drew to a close with the |
---|
6 | 6 | | passing of Noel Escobar, former mayor of the City of Escobares, on |
---|
7 | 7 | | September 30, 2022, at the age of 87; and |
---|
8 | 8 | | WHEREAS, Born in Escobares on January 10, 1935, to Niceforo |
---|
9 | 9 | | Escobar and Adela Flores, Noel Escobar grew up with the |
---|
10 | 10 | | companionship of four siblings, Joel, Hermila, Maria, and Emma; |
---|
11 | 11 | | after graduating from Roma High School in 1953, he moved to San |
---|
12 | 12 | | Antonio and attended Durham's Business College; he later continued |
---|
13 | 13 | | his studies at St. Mary's University, where he earned a bachelor of |
---|
14 | 14 | | business administration degree in 1977; and |
---|
15 | 15 | | WHEREAS, Answering his nation's call to duty, Mr. Escobar |
---|
16 | 16 | | served as a member of the Marine Corps from January 1956 until July |
---|
17 | 17 | | 1959, when he received an honorable discharge at the rank of |
---|
18 | 18 | | sergeant; he subsequently began a career in the civil service at |
---|
19 | 19 | | Fort Sam Houston, and at the time of his retirement in 1997, he was |
---|
20 | 20 | | the director of public works in the U.S. Army Corps of Engineers |
---|
21 | 21 | | Business Management Division; and |
---|
22 | 22 | | WHEREAS, Mr. Escobar and his wife, the late Felipita Pena, |
---|
23 | 23 | | eventually returned to his hometown of Escobares to be closer to |
---|
24 | 24 | | family and to take up ranching on a full-time basis; after learning |
---|
25 | 25 | | about some of the issues facing the community, he joined other |
---|
26 | 26 | | volunteers in the campaign to make Escobares an independent city; |
---|
27 | 27 | | and |
---|
28 | 28 | | WHEREAS, In 2005, Mr. Escobar was elected as the first mayor |
---|
29 | 29 | | of the City of Escobares, and he continued to serve in that capacity |
---|
30 | 30 | | until stepping down in December 2020; he never wavered in his |
---|
31 | 31 | | dedication to improving the quality of life of his fellow citizens, |
---|
32 | 32 | | and at the time of his death, he was planning to run for a seat on |
---|
33 | 33 | | the city council in the upcoming election; and |
---|
34 | 34 | | WHEREAS, Noel Escobar distinguished himself as an engaged |
---|
35 | 35 | | citizen and a force for good in his community, and he will forever |
---|
36 | 36 | | be a source of inspiration to the many people whose lives he |
---|
37 | 37 | | touched; now, therefore, be it |
---|
38 | 38 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
39 | 39 | | Legislature, 3rd Called Session, hereby pay tribute to the memory |
---|
40 | 40 | | of Noel Escobar and extend deepest sympathy to the members of his |
---|
41 | 41 | | family: to his sisters, Hermila E. Garcia and her husband, Carlos, |
---|
42 | 42 | | Maria Delia Rodriguez and her husband, Alonzo, and Emma Y. Vasquez |
---|
43 | 43 | | and her husband, Mario; to his nieces, nephews, great-nieces, and |
---|
44 | 44 | | great-nephews; and to his other relatives and friends; and, be it |
---|
45 | 45 | | further |

46 | 46 | | RESOLVED, That an official copy of this resolution be |

47 | 47 | | prepared for his family and that when the Texas House of |
---|
48 | 48 | | Representatives adjourns this day, it do so in memory of Noel |
---|
