44 R E S O L U T I O N
55 WHEREAS, Residents of Laredo lost an esteemed civic leader
66 with the passing of Joseph Claude Martin III on October 29, 2023, at
77 the age of 82; and
88 WHEREAS, Born in Laredo on May 3, 1941, Joseph Martin was the
99 son of Joseph Claude Martin Jr. and Anita Ligarde Martin, and the
1010 descendant of several of the oldest South Texas families; he grew up
1111 with three sisters, Patsy, Josephine, and Minnie; after completing
1212 his education, he returned to his hometown and embarked on a
1313 multi-faceted career in the insurance business, real estate
1414 development, construction, ranching, and oil and gas exploration;
1515 and
1616 WHEREAS, Mr. Martin gave generously of his time and expertise
1717 to almost every civic organization in Laredo and chaired numerous
1818 boards; for many years, he was a trustee of the Bruni Mineral Trust,
1919 and in 1997, he succeeded his father as a co-trustee of the Lamar
2020 Bruni Vergara Trust, benefiting countless individuals in his
2121 beloved city; he proudly followed in the footsteps of both his
2222 father and his grandfather by serving on the board of the Laredo
2323 National Bank; and
2424 WHEREAS, An avid traveler, Mr. Martin also loved wing
2525 shooting, and he combined his two passions whenever possible, and
2626 he made friends in the shooting world from South American bird boys
2727 to Italian gunmakers; and
2828 WHEREAS, Joseph Martin set an inspiring example through his
2929 steadfast commitment to his community, and he earned the lasting
3030 respect and admiration of all who were privileged to know him; now,
3131 therefore, be it
3232 RESOLVED, That the House of Representatives of the 88th Texas
3333 Legislature, 3rd Called Session, hereby pay tribute to the life of
3434 Joseph Claude Martin III and extend sincere sympathy to the members
3535 of his family: to his partner, Rita K. Peters; to his children,
3636 Michelle Martin Elliott and her husband, William, Melissa Martin
3737 Baldwin and her husband, Kenny, Joseph Claude Martin IV, and Albert
3838 Martin II; to his grandchildren, Andy Shults and his wife, Celeste,
3939 Charles D. Maynard III, Melissa E. Maynard, Chantal Martin, Hunter
4040 J. Baldwin, and Tyler J. Baldwin; to his great-grandchildren,
4141 Beckem D. Edwards and Presley Lennon W. Shults; to his siblings,
4242 Patsy Galo and her husband, Mickey, Josephine Cohen and her
4343 husband, Richard, and Minnie Baird and her husband, Will; and to his
4444 many other relatives and friends; and, be it further
4545 RESOLVED, That an official copy of this resolution be
4646 prepared for his family and that when the Texas House of
4747 Representatives adjourns this day, it do so in memory of Joseph
4848 Claude Martin III.
