5 | 5 | | WHEREAS, Dr. Andy Schwartz is retiring as state veterinarian |
---|
6 | 6 | | and executive director of the Texas Animal Health Commission in |
---|
7 | 7 | | January 2024, drawing to a close an exceptional career with the |
---|
8 | 8 | | agency spanning nearly three and a half decades; and |
---|
9 | 9 | | WHEREAS, Andy Schwartz grew up on his family's farm in |
---|
10 | 10 | | Priddy; he graduated from Tarleton State University with an animal |
---|
11 | 11 | | agriculture degree, and he earned his doctor of veterinary medicine |
---|
12 | 12 | | degree at the Texas A&M School of Veterinary Medicine and |
---|
13 | 13 | | Biomedical Sciences; and |
---|
14 | 14 | | WHEREAS, Early in his career, Dr. Schwartz gained valuable |
---|
15 | 15 | | experience through his work at a mixed animal practice; in May 1990, |
---|
16 | 16 | | he embarked on his tenure with TAHC as a field veterinarian, and he |
---|
17 | 17 | | subsequently was promoted to the titles of region director, state |
---|
18 | 18 | | epidemiologist, and assistant executive director; and |
---|
19 | 19 | | WHEREAS, In 2016, Dr. Schwartz was named state veterinarian |
---|
20 | 20 | | and executive director of TAHC; nationally recognized among |
---|
21 | 21 | | regulatory veterinarians and policy makers, he has helped lead the |
---|
22 | 22 | | effort to control such animal diseases as bovine and swine |
---|
23 | 23 | | brucellosis and pseudorabies in commercial swine while playing a |
---|
24 | 24 | | key role in the development and execution of response plans for a |
---|
25 | 25 | | number of foreign animal diseases; under his direction, Texas has |
---|
26 | 26 | | remained involved with the Scrapie Eradication and the Chronic |
---|
27 | 27 | | Wasting Disease Management Programs, and he has guided multilevel |
---|
28 | 28 | | responses to disease outbreaks; moreover, he helps direct the Texas |
---|
29 | 29 | | Trichomoniasis Program, which improves the health and |
---|
30 | 30 | | marketability of cattle; and |
---|
31 | 31 | | WHEREAS, Retirement will afford Dr. Schwartz the opportunity |
---|
32 | 32 | | to spend more time with his family, which includes his wife, Kathy, |
---|
33 | 33 | | and his children and grandchildren; he also helps his mother care |
---|
34 | 34 | | for her sheep and cattle on the family farm; and |
---|
35 | 35 | | WHEREAS, A longtime leader in his field, Dr. Andy Schwartz |
---|
36 | 36 | | has distinguished himself through his exemplary efforts in behalf |
---|
37 | 37 | | of TAHC and the animal health and agriculture industries, and he may |
---|
38 | 38 | | indeed reflect with pride on a job well done; now, therefore, be it |
---|
39 | 39 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
40 | 40 | | Legislature, 3rd Called Session, hereby congratulate Dr. Andy |
---|
41 | 41 | | Schwartz on his retirement as state veterinarian and executive |
---|
42 | 42 | | director of the Texas Animal Health Commission and extend to him |
---|
43 | 43 | | sincere appreciation for his many years of outstanding service; |
---|
44 | 44 | | and, be it further |

45 | 45 | | RESOLVED, That an official copy of this resolution be |
