5 | 5 | | WHEREAS, The retirement of William S. Harlan as |

6 | 6 | | superintendent of the Academy Independent School District on |

7 | 7 | | December 31, 2023, offers a fitting opportunity to reflect on his |
---|
8 | 8 | | outstanding record of achievement; and |
---|
9 | 9 | | WHEREAS, Over the course of his 28-year career in education, |
---|
10 | 10 | | Billy Harlan has held a number of roles, including special |
---|
11 | 11 | | education teacher, head coach, and elementary and secondary |
---|
12 | 12 | | principal; moreover, he served Corsicana ISD as executive director |
---|
13 | 13 | | of extracurricular programs, executive director of human |
---|
14 | 14 | | resources, assistant superintendent, and chief administrative |
---|
15 | 15 | | officer, and he worked as an assistant baseball coach for Navarro |
---|
16 | 16 | | College and Dallas Baptist University; and |
---|
17 | 17 | | WHEREAS, Mr. Harlan joined Academy ISD in 2019; during his |
---|
18 | 18 | | tenure, he played a vital role in passing a $79 million bond |
---|
19 | 19 | | package, acquiring the new Academy High School site, implementing |
---|
20 | 20 | | leadership training programs, and establishing the Academy ISD |
---|
21 | 21 | | Education Foundation and the district's Career and Technology |
---|
22 | 22 | | Education Advisory Committee; in recognition of his |
---|
23 | 23 | | accomplishments, he was nominated for the Texas Association of |
---|
24 | 24 | | School Boards Superintendent of the Year award in 2022; and |
---|
25 | 25 | | WHEREAS, This esteemed educator holds a bachelor's degree in |
---|
26 | 26 | | kinesiology from Texas A&M University and a master's degree in |
---|
27 | 27 | | health and physical education from The University of Texas at |
---|
28 | 28 | | Tyler; and |
---|
29 | 29 | | WHEREAS, Through his dedication, professionalism, and |
---|
30 | 30 | | commitment to excellence, Billy Harlan has helped many young Texans |
---|
31 | 31 | | acquire the knowledge and skills necessary to succeed, and his |
---|
32 | 32 | | contributions will be remembered and appreciated for years to come; |
---|
33 | 33 | | now, therefore, be it |

34 | 34 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
35 | 35 | | Legislature, 3rd Called Session, hereby congratulate William |
---|
36 | 36 | | S. Harlan on his retirement as superintendent of the Academy |
---|
37 | 37 | | Independent School District and extend to him sincere best wishes |
