5 | 5 | | WHEREAS, Madison Swain achieved great distinction with her |

6 | 6 | | exceptional performance in the 2023 Miss Juneteenth USA Pageant, |

7 | 7 | | which took place in Philadelphia, Pennsylvania, on October 14, |
---|
8 | 8 | | 2023; and |
---|
9 | 9 | | WHEREAS, Established in 2020, the National Miss Juneteenth |
---|
10 | 10 | | Scholarship Pageant Program promotes community service, education, |
---|
11 | 11 | | and cultural awareness while celebrating Juneteenth, a holiday |
---|
12 | 12 | | commemorating the end of slavery in the United States; the program |
---|
13 | 13 | | provides African American youth from across the country with the |
---|
14 | 14 | | opportunity to earn scholarship prizes, and the Miss Juneteenth USA |
---|
15 | 15 | | pageant is open to young women ages 15 to 18; and |
---|
16 | 16 | | WHEREAS, Ms. Swain represented Texas at the 2023 Miss |
---|
17 | 17 | | Juneteenth USA Pageant, where she was named first runner-up; she |
---|
18 | 18 | | also took home first place in the talent portion of the contest and |
---|
19 | 19 | | second place for her essay; she was previously crowned |
---|
20 | 20 | | Ms. Juneteenth at the Juneteenth Development Inc. Scholarship Gala |
---|
21 | 21 | | in Galveston County, and over the course of her reign, she has |
---|
22 | 22 | | participated in events such as Galveston's Juneteenth parade, and |
---|
23 | 23 | | she has visited schools and churches to speak with young people; and |
---|
24 | 24 | | WHEREAS, A skilled dancer, Ms. Swain previously served as |
---|
25 | 25 | | colonel of the Stingarette Drill Team at Texas City High School, and |
---|
26 | 26 | | following her graduation, she was recruited by the award-winning |
---|
27 | 27 | | Buccaneers Dance Team at Blinn College in Brenham; she plans to |
---|
28 | 28 | | pursue a career as a dance teacher; and |
---|
29 | 29 | | WHEREAS, Through her participation in the 2023 Miss |
---|
30 | 30 | | Juneteenth USA Pageant, Madison Swain has served as an inspiring |
---|
31 | 31 | | role model and ambassador for the Lone Star State, and it is a |

32 | 32 | | pleasure to honor her for this notable achievement; now, therefore, |
