7 | 7 | | relating to the establishment of a grant program for school |
---|
8 | 8 | | districts or open-enrollment charter school campuses that are |
---|
9 | 9 | | designated as full-service community schools. |
---|
10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
11 | 11 | | SECTION 1. Subchapter Z, Chapter 33, Education Code, is |
---|
12 | 12 | | amended by adding Section 33.910 to read as follows: |
---|
13 | 13 | | Sec. 33.910. GRANT PROGRAM FOR FULL-SERVICE COMMUNITY |
---|
14 | 14 | | SCHOOLS. (a) From funds appropriated or otherwise available for |
---|
15 | 15 | | that purpose, the commissioner shall establish a program to provide |
---|
16 | 16 | | grants to school districts and open-enrollment charter schools with |
---|
17 | 17 | | campuses designated by the commissioner as full-service community |
---|
18 | 18 | | schools. |
---|
19 | 19 | | (b) The commissioner may designate a school district or |
---|
20 | 20 | | open-enrollment charter school campus as a full-service community |
---|
21 | 21 | | school if the campus provides comprehensive academic, social, and |
---|
22 | 22 | | health services for students, students' family members, and |
---|
23 | 23 | | community members that result in improved educational outcomes. |
---|
24 | 24 | | Services provided by a campus may include: |
---|
25 | 25 | | (1) high-quality early learning programs and |
---|
26 | 26 | | services; |
---|
27 | 27 | | (2) compensatory and remedial education services, |
---|
28 | 28 | | aligned with academic supports and other enrichment activities to |
---|
29 | 29 | | provide students with a comprehensive academic program; |
---|
30 | 30 | | (3) family engagement, including parental |
---|
31 | 31 | | involvement, parental leadership, family literacy, and parent |
---|
32 | 32 | | education programs; |
---|
33 | 33 | | (4) mentoring and other youth development programs; |
---|
34 | 34 | | (5) community service and service learning |
---|
35 | 35 | | opportunities; |
---|
36 | 36 | | (6) programs that provide assistance to students who |
---|
37 | 37 | | have: |
---|
38 | 38 | | (A) been chronically absent; |
---|
39 | 39 | | (B) engaged in truant behavior; or |
---|
40 | 40 | | (C) been suspended or expelled; |
---|
41 | 41 | | (7) job training and career counseling services; |
---|
42 | 42 | | (8) nutrition services and physical activities; |
---|
43 | 43 | | (9) primary health and dental care services; |
---|
44 | 44 | | (10) mental health services; |
---|
45 | 45 | | (11) activities that improve access to and use of |
---|
46 | 46 | | social service programs; |
---|
47 | 47 | | (12) programs that promote family financial |
---|
48 | 48 | | stability; and |
---|
49 | 49 | | (13) adult education programs, including programs for |
---|
50 | 50 | | providing instruction in English as a second language to adults. |
---|
51 | 51 | | (c) The commissioner may solicit and accept gifts, grants, |
---|
52 | 52 | | and donations from any public or private source for the purposes of |
---|
53 | 53 | | this section. |
---|
54 | 54 | | (d) The commissioner shall adopt rules as necessary to |
---|
55 | 55 | | establish and administer the grant program for full-service |
---|
56 | 56 | | community schools under this section. |
---|
57 | 57 | | SECTION 2. As soon as practicable after the effective date |
---|
58 | 58 | | of this Act, the Texas Education Agency shall adopt rules for the |
---|
59 | 59 | | administration of Section 33.910, Education Code, as added by this |
---|
60 | 60 | | Act. |
---|
61 | 61 | | SECTION 3. This Act takes effect immediately if it receives |
---|
62 | 62 | | a vote of two-thirds of all the members elected to each house, as |
---|
63 | 63 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
64 | 64 | | Act does not receive the vote necessary for immediate effect, this |
---|
65 | 65 | | Act takes effect on the 91st day after the last day of the |
---|
66 | 66 | | legislative session. |
---|
