66 AN ACT
77 relating to the establishment of a grant program for school
88 districts or open-enrollment charter school campuses that are
99 designated as full-service community schools.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter Z, Chapter 33, Education Code, is
1212 amended by adding Section 33.910 to read as follows:
1313 Sec. 33.910. GRANT PROGRAM FOR FULL-SERVICE COMMUNITY
1414 SCHOOLS. (a) From funds appropriated or otherwise available for
1515 that purpose, the commissioner shall establish a program to provide
1616 grants to school districts and open-enrollment charter schools with
1717 campuses designated by the commissioner as full-service community
1818 schools.
1919 (b) The commissioner may designate a school district or
2020 open-enrollment charter school campus as a full-service community
2121 school if the campus provides comprehensive academic, social, and
2222 health services for students, students' family members, and
2323 community members that result in improved educational outcomes.
2424 Services provided by a campus may include:
2525 (1) high-quality early learning programs and
2626 services;
2727 (2) compensatory and remedial education services,
2828 aligned with academic supports and other enrichment activities to
2929 provide students with a comprehensive academic program;
3030 (3) family engagement, including parental
3131 involvement, parental leadership, family literacy, and parent
3232 education programs;
3333 (4) mentoring and other youth development programs;
3434 (5) community service and service learning
3535 opportunities;
3636 (6) programs that provide assistance to students who
3737 have:
3838 (A) been chronically absent;
3939 (B) engaged in truant behavior; or
4040 (C) been suspended or expelled;
4141 (7) job training and career counseling services;
4242 (8) nutrition services and physical activities;
4343 (9) primary health and dental care services;
4444 (10) mental health services;
4545 (11) activities that improve access to and use of
4646 social service programs;
4747 (12) programs that promote family financial
4848 stability; and
4949 (13) adult education programs, including programs for
5050 providing instruction in English as a second language to adults.
5151 (c) The commissioner may solicit and accept gifts, grants,
5252 and donations from any public or private source for the purposes of
5353 this section.
5454 (d) The commissioner shall adopt rules as necessary to
5555 establish and administer the grant program for full-service
5656 community schools under this section.
5757 SECTION 2. As soon as practicable after the effective date
5858 of this Act, the Texas Education Agency shall adopt rules for the
5959 administration of Section 33.910, Education Code, as added by this
6060 Act.
6161 SECTION 3. This Act takes effect immediately if it receives
6262 a vote of two-thirds of all the members elected to each house, as
6363 provided by Section 39, Article III, Texas Constitution. If this
6464 Act does not receive the vote necessary for immediate effect, this
6565 Act takes effect on the 91st day after the last day of the
6666 legislative session.
