56 WHEREAS, Lou Hooks Wagner, an admired educator and a valued
6- member of the Mineola community, passed away on
7- September 13, 2022, at the age of 83; and
7+ member of the Mineola community, passed away on September 13, 2022,
8+ at the age of 83; and
89 WHEREAS, The daughter of Kathleen Russell Hooks and Robert
9- Thomas Hooks Jr., the former Lou Hooks was born in Dallas on
10- October 6, 1938; after graduating from Baylor University, she
11- went on to complete a master's degree at East Texas State
12- University; she married Kenneth Wagner and they became the proud
13- parents of two children, Robert and Robin; through the years, her
14- treasured family grew to include four grandchildren, Lacy,
15- Molly, Mitchell, and Lane, as well as three great-grandchildren,
16- Declan, Rowan, and Quinn; and
17- WHEREAS, Mrs. Wagner was employed for many years by her
18- alma mater, Mineola High School; a caring mentor and role model,
19- she taught distributive education and served as the chief
20- financial officer for the Mineola Independent School District
21- before her retirement in 1996; she was recognized as Teacher of
22- the Year and as Outstanding Alumnus, among other honors; and
23- WHEREAS, Dedicated to the betterment of Mineola,
24- Mrs. Wagner served as a member of the city council; during her
25- noteworthy tenure on the board of the philanthropic Meredith
26- Foundation, she served as secretary-treasurer and became its first
27- female chair; she was an enthusiastic supporter of the business
28- community, historic preservation, tourism, and the arts; and
29- WHEREAS, Mrs. Wagner was a member of First Baptist Church
30- in Mineola and of the CU chapter of P.E.O.; in her free time, she

35- her; now, therefore, be it
36- RESOLVED, That the Senate of the State of Texas, 88th
37- Legislature, 3rd Called Session, hereby pay tribute to the life
38- of Lou Hooks Wagner and extend sincere condolences to all who
39- mourn her passing; and, be it further

37+ RESOLVED, That the Senate of the 88th Texas Legislature, 3rd

41- prepared for her family and that when the Texas Senate adjourns
