6+ WHEREAS, Hamas was founded with the stated goal of destroying
7+ the State of Israel and has been designated by the United States as
8+ a Foreign Terrorist Organization; and
59 WHEREAS, The Hamas terrorist organization launched a brutal,
610 highly organized, and unprecedented attack upon Israel and its
711 citizens in the early morning hours of October 7, 2023; and
8- WHEREAS, In its attack, Hamas has killed hundreds of
9- innocent civilians and taken hundreds of Israeli children,
10- women, elderly, and infirm civilians hostage; and
11- WHEREAS, In its attack, Hamas has fired thousands of
12- rockets against Israeli population centers in an attempt to kill
13- untold numbers of innocent civilians; and
14- WHEREAS, The level of logistical sophistication
15- demonstrated in this Hamas terrorism operation indicates its
16- receipt of support and funding from foreign state sponsors of
17- terror, namely Iran; and

19- coincide with the observance of the Jewish Sabbath and
20- celebration of the Sukkoth holiday demonstrates the intent to
21- maximize civilian casualties; and
22- WHEREAS, Hamas continues to brazenly locate elements of
23- its terrorist infrastructure in civilian population centers
24- using civilians as human shields; now, therefore, be it
25- RESOLVED, That the Senate of the State of Texas, 88th
26- Legislature, 3rd Called Session, hereby
22+ coincide with the observance of the Jewish Sabbath and celebration
23+ of the Sukkoth holiday demonstrates the intent to maximize civilian
24+ casualties; and
25+ WHEREAS, Hamas continues to brazenly locate elements of its
26+ terrorist infrastructure in civilian population centers using
27+ civilians as human shields; now, therefore, be it
28+ RESOLVED, That the Senate of the 88th Texas Legislature, 3rd
29+ Called Session, hereby
2730 1. Reaffirm its support and unwavering commitment to the
2831 welfare, security, and survival of the State of Israel;
2932 2. Recognize Israel's right to act decisively and
3033 unilaterally in self-defense to protect its citizens;
3134 3. Express its support for Israel's right to pursue without
3235 interference or condemnation the elimination of Hamas until Hamas
3336 is permanently neutralized and public safety is assured;
3437 4. Convey its most heartfelt condolences to all Israeli
3538 victims as well as their families and communities;
3639 5. Call upon Texas law enforcement to remain vigilant in
37- protecting Israeli Americans, Jewish Americans, and all
38- supporters of Israel from acts of crime and unlawful
39- discrimination that tend to manifest at such times;
40- 6. Encourage all other American states to likewise
41- condemn Hamas as well as any official body that refuses to
42- recognize Israel's right to act decisively in self-defense to
43- protect its citizens; and
44- 7. Call upon the United States to provide all assistance
45- as may be required to support Israel in its defense against Hamas
46- and all other terrorist organizations.
