| 5 | 9 | | WHEREAS, Ben Brooks III is an accomplished and respected |

| 6 | 10 | | lawyer who has served as bond counsel and disclosure counsel for |

| 7 | 11 | | cities, counties, school districts, special law districts, and |
|---|
| 8 | 12 | | other political subdivisions throughout Texas; and |
|---|
| 9 | 13 | | WHEREAS, During his career, Ben has helped secure the |
|---|
| 10 | 14 | | financing and development of airports, sports facilities, |
|---|
| 11 | 15 | | housing, industrial development, health care, and public power |
|---|
| 12 | 16 | | and regional water; he took great care in drafting legislation |
|---|
| 13 | 17 | | that authorized public entities to finance their infrastructure |
|---|
| 14 | 18 | | and economic development programs; and |
|---|
| 15 | 19 | | WHEREAS, Noted for his wisdom and integrity, Ben served as |
|---|
| 16 | 20 | | bond counsel for several multimillion-dollar infrastructure |
|---|
| 17 | 21 | | projects for the City of Dallas, including for the Dallas Area |
|---|
| 18 | 22 | | Rapid Transit Authority and the Dallas Independent School |
|---|
| 19 | 23 | | District, and he was the disclosure counsel on the billion-dollar |
|---|
| 20 | 24 | | development of Dallas Fort Worth International Airport; and |
|---|
| 21 | 25 | | WHEREAS, Over the years, Ben has upheld the highest |
|---|
| 22 | 26 | | standards of his profession and has continuously been ranked by |
|---|
| 23 | 27 | | ratings organizations as among the best lawyers in public finance |
|---|
| 24 | 28 | | law and securities regulation; a fellow of the American College |
|---|
| 25 | 29 | | of Bond Counsel, Ben earned his bachelor's degree from The |
|---|
| 26 | 30 | | University of Texas at Austin and his law degree from Southern |
|---|
| 27 | 31 | | Methodist University Dedman School of Law; and |
|---|
| 28 | 32 | | WHEREAS, Throughout his career, Ben has labored to build a |
|---|
| 29 | 33 | | more prosperous Dallas, and his diligence and discernment have |
|---|
| 30 | 34 | | improved the quality of life for his fellow citizens; as his |
|---|
| 31 | 35 | | colleagues and friends gather to celebrate his achievements on |
|---|
| 32 | 36 | | November 13, 2023, it is indeed fitting that this treasured Texan |

| 33 | 37 | | receive special recognition for his extraordinary contributions |

| 34 | 38 | | to his beloved city; now, therefore, be it |

| 35 | 39 | | RESOLVED, That the Senate of the State of Texas, 88th |

| 36 | 40 | | Legislature, 3rd Called Session, hereby commend Ben A. Brooks III |

| 37 | 41 | | on his distinguished career and service to the City of Dallas and |

| 38 | 42 | | extend to him best wishes on an enjoyable retirement and in all |
