55 WHEREAS, Family and friends will long cherish their
66 memories of Dr. Jerry Ronald Payne Sr. of Hallsville, who passed
77 away on July 17, 2023, at the age of 87; and
88 WHEREAS, The son of Luther Maldon Payne and Opal Donnis
99 Dulany, Jerry Payne was born in Dodson, Louisiana, on December
1010 10, 1935; following his graduation from Bolton High School, he
1111 attended Northwestern State University in Natchitoches,
1212 Louisiana, where he went on to earn his bachelor's, master's, and
1313 doctoral degrees; he married the love of his life, the former
1414 Marilyn Delaine Pippen, on August 24, 1957, and the couple shared
1515 a fulfilling marriage that spanned nearly six decades until her
1616 passing in 2014; they became the parents of 5 children, Mal,
1717 Ronnie, Donnis, Melissa, and Jeannie, and they later knew the joy
1818 of welcoming into their treasured family 15 grandchildren, Jon,
1919 Amy, Jacob, Jonah, Grant, Morgan, Katherine, Michael, Coby,
2020 Melody, Abby, Lily, Jaxon, Bronwyn, and Charlotte, and 2
2121 great-grandchildren, Rayden and Isabel; and
2222 WHEREAS, Dr. Payne embarked on his distinguished career in
2323 music education as a band director at Alexandria Junior High, and
2424 after a stint at Alexandria Senior High, he returned to
2525 Northwestern State to serve as director of bands; during this
2626 time, he also served his country in the United States Army
2727 National Guard and was called to active duty during the Berlin
2828 Crisis of 1961; in 1977, he accepted the band director position
2929 in Marshall, and under his able leadership, the Marshall High
3030 School "Big Red Pride" Band earned numerous honors; he retired in
3131 2002 after more than 45 years as a music educator; and
3232 WHEREAS, Following his retirement, Dr. Payne devoted
3333 himself to caring for his wife throughout her battle with
3434 Parkinson's disease; in his leisure time, he enjoyed traveling,
3535 cheering on the Texas Rangers, and spending time with his family
3636 and friends, and he continued his passion for music by giving
3737 private lessons and performing as a saxophone player; and
3838 WHEREAS, Jerry Payne lived a life that was rich in personal
3939 and professional achievements, and he will forever be a source of
4040 inspiration to those he leaves behind; now, therefore, be it
4141 RESOLVED, That the Senate of the State of Texas, 88th
4242 Legislature, 3rd Called Session, hereby pay tribute to the memory
4343 of Dr. Jerry Ronald Payne Sr. and extend sincere sympathy to all
4444 who mourn his passing; and, be it further
4545 RESOLVED, That an official copy of this Resolution be
4646 prepared for his family and that when the Texas Senate adjourns
4747 this day, it do so in memory of Dr. Jerry Payne.
