55 AN ACT
66 relating to the scheduling of the first day of school for students
77 by school districts.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 25.0811(a), Education Code, is amended
1010 to read as follows:
1111 (a) Except as provided by this section, a school district
1212 may not begin instruction for students for a school year before [the
1313 fourth Monday in] August 1. A school district may[:
1414 [(1)] begin instruction for students for a school year
1515 before [the fourth Monday in] August 1 if the district operates a
1616 year-round system under Section 25.084[; or
1717 [(2) begin instruction for students for a school year
1818 on or after the first Monday in August at a campus or at not more
1919 than 20 percent of the campuses in the district if:
2020 [(A) the district has a student enrollment of
2121 190,000 or more;
2222 [(B) the district at the beginning of the school
2323 year provides, financed with local funds, days of instruction for
2424 students at the campus or at each of the multiple campuses, in
2525 addition to the minimum number of days of instruction required
2626 under Section 25.081;
2727 [(C) the campus or each of the multiple campuses
2828 are undergoing comprehensive reform, as determined by the board of
2929 trustees of the district; and
3030 [(D) a majority of the students at the campus or
3131 at each of the multiple campuses are educationally disadvantaged].
3232 SECTION 2. This Act applies beginning with the 2024-2025
3333 school year.
3434 SECTION 3. This Act takes effect on the 91st day after the
3535 last day of the legislative session.
