| 6 | 6 | | WHEREAS, C. Richard Sivalls is being presented with the |

| 7 | 7 | | Permian Basin Petroleum Association's highest accolade, the Top |
|---|
| 8 | 8 | | Hand Award, at its annual banquet on January 18, 2024, at the |
|---|
| 9 | 9 | | Petroleum Club of Midland; and |
|---|
| 10 | 10 | | WHEREAS, A native of Oklahoma City, Dick Sivalls earned his |
|---|
| 11 | 11 | | bachelor's degree in mechanical engineering with distinction from |
|---|
| 12 | 12 | | the University of Oklahoma, and he served in the U.S. Army before |
|---|
| 13 | 13 | | embarking on his career in the oil and gas industry; employed by |
|---|
| 14 | 14 | | Sivalls, Inc., since 1959, he leads the company as president and |
|---|
| 15 | 15 | | chief executive officer; he is also president of Tectrol |
|---|
| 16 | 16 | | Incorporated and Control Ventures, Inc.; and |
|---|
| 17 | 17 | | WHEREAS, Mr. Sivalls has benefited his industry in numerous |
|---|
| 18 | 18 | | capacities; past chair of the PBPA, he has been extremely active in |
|---|
| 19 | 19 | | numerous trade associations, and he has written and published over |
|---|
| 20 | 20 | | 40 technical articles and papers on oil and gas production and |
|---|
| 21 | 21 | | processing equipment design; in addition, he has taught engineering |
|---|
| 22 | 22 | | short courses in gas processing and oil treating at Texas Tech |
|---|
| 23 | 23 | | University, the University of Oklahoma, and Texas A&M University; |
|---|
| 24 | 24 | | he is a licensed professional engineer, a Fellow Member of the |
|---|
| 25 | 25 | | National Society of Professional Engineers, and a member of the |
|---|
| 26 | 26 | | Distinguished Graduates Society of the Gallogly College of |
|---|
| 27 | 27 | | Engineering at the University of Oklahoma; for many years, he has |
|---|
| 28 | 28 | | served on the board of the Permian Basin International Oil Show, and |
|---|
| 29 | 29 | | he has shared his expertise with the wider community as a member of |
|---|
| 30 | 30 | | the Permian Basin Regional Planning Commission and as an Odessa |
|---|
| 31 | 31 | | City Council member and mayor pro tem; and |
|---|
| 32 | 32 | | WHEREAS, Through his outstanding professional contributions, |
|---|
| 33 | 33 | | Dick Sivalls has earned the respect and admiration of innumerable |
|---|
| 34 | 34 | | people, and he is richly deserving of this prestigious accolade; |

| 35 | 35 | | now, therefore, be it |

| 36 | 36 | | RESOLVED, That the 88th Legislature of the State of Texas, |
|---|
| 37 | 37 | | 4th Called Session, hereby congratulate Dick Sivalls on his receipt |

| 38 | 38 | | of the 2023 Top Hand Award from the Permian Basin Petroleum |
|---|
| 39 | 39 | | Association and extend to him sincere best wishes for the future; |
