5	6		WHEREAS, John C. Owens of Lubbock is receiving a
6	7		Distinguished Alumni Award from the Texas Tech Alumni Association
7	8		on November 17, 2023; and
8	9		WHEREAS, Each year, the Texas Tech Alumni Association honors
9	10		graduates of Texas Tech University who have made a significant
10	11		impact on the lives of others through their professional
11	12		achievements and community involvement; and
12	13		WHEREAS, John Owens attended Texas Tech on a four-year
13	14		baseball scholarship, and in his senior year, he was named an
14	15		All-Southwest Conference player; he earned a bachelor's degree in
15	16		physical education in 1971 and a master's degree in education in
16	17		1973; for a year, he played professionally with the San Francisco
17	18		Giants organization; he joined the Texas Tech Athletic Department
18	19		in 1973 and rose to become associate athletic director for business
19	20		development; in 1979, he embarked on a new career that would span 42
20	21		years in the banking industry; he cofounded PlainsCapital
21	22		Corporation and PlainsCapital Bank and served as chair of
22	23		PlainsCapital Bank West Texas Region; now retired, he is a member of
23	24		the advisory boards for PlainsCapital Bank in Lubbock and Dallas;
24	25		and
25	26		WHEREAS, Dedicated to his alma mater, Mr. Owens served as
26	27		chair of both the Texas Tech Foundation and the Texas Tech Red
27	28		Raider Club, and he was president of the Texas Tech University
28	29		Lettermen's Association; moreover, he is a member of the Texas Tech
29	30		Alumni Association and the Texas Tech Executive Round Table;
30	31		benefiting the wider community, he is a charter member and former
31	32		vice chair of the Lubbock Power and Light Electric Utility Board,
32	33		and he currently serves on the board of Carillon Senior Living; he
33	34		has also served on the Texas Baptist Foundation Board, and he is a
34	35		supporter of numerous charitable organizations, including the
35	36		American Cancer Society, the March of Dimes, the American Heart
36	37		Association, and the Lubbock Area United Way; and
37	38		WHEREAS, The accomplishments of noteworthy alumni are a
38	39		source of great pride to all those associated with Texas Tech, and
39	40		John Owens is indeed deserving of this prestigious honor; now,
40	41		therefore, be it
41	42		RESOLVED, That the 88th Legislature of the State of Texas,
42	43		4th Called Session, hereby congratulate John C. Owens on being
43	44		named a Distinguished Alumni by the Texas Tech Alumni Association
44	45		and extend to him sincere best wishes for the future; and, be it
45	46		further
46	47		RESOLVED, That an official copy of this resolution be
47	48		prepared for Mr. Owens as an expression of high regard by the Texas
48	49		House of Representatives and Senate.
