88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 1(a), Article VI, Texas Constitution, is
1010 amended to read as follows:
1111 (a) The following classes of persons shall not be allowed to
1212 vote in this State:
1313 (1) persons under 18 years of age;
1414 (2) persons who have been determined mentally
1515 incompetent by a court, subject to such exceptions as the
1616 Legislature may make; [and]
1717 (3) persons convicted of any felony, subject to such
1818 exceptions as the Legislature may make; and
1919 (4) persons who are not citizens of the United States.
2020 SECTION 2. This proposed constitutional amendment shall be
2121 submitted to the voters at an election to be held May 4, 2024. The
2222 ballot shall be printed to permit voting for or against the
2323 proposition: "The constitutional amendment clarifying that a voter
2424 must be a United States citizen."
