| 5 | 5 | | WHEREAS, Mark Thomas retired as president and CEO of the |

| 6 | 6 | | Taylor Economic Development Corporation on October 31, 2023, and |
|---|
| 7 | 7 | | this occasion provides a fitting opportunity to reflect on the |
|---|
| 8 | 8 | | contributions of this esteemed Texan; and |
|---|
| 9 | 9 | | WHEREAS, Having assumed leadership of TEDC in 2016, |
|---|
| 10 | 10 | | Mr. Thomas helped strengthen the organization's finances, even |
|---|
| 11 | 11 | | while guiding it through the COVID-19 pandemic; during his tenure, |
|---|
| 12 | 12 | | TEDC launched numerous new projects and cultivated billions of |
|---|
| 13 | 13 | | dollars of capital investments in Taylor, attracting companies such |
|---|
| 14 | 14 | | as Samsung, Valero, Noren Products, Summit Cabinets, and Hart |
|---|
| 15 | 15 | | Components; his efforts have also enabled the organization to |
|---|
| 16 | 16 | | target investments in roads and water and wastewater |
|---|
| 17 | 17 | | infrastructure; and |
|---|
| 18 | 18 | | WHEREAS, Mr. Thomas brought to his role a wealth of knowledge |
|---|
| 19 | 19 | | and expertise from his more than 30 years of experience in economic |
|---|
| 20 | 20 | | development leadership in Midland, Waco, and Georgetown; and |
|---|
| 21 | 21 | | WHEREAS, Through his dedication, professionalism, and |
|---|
| 22 | 22 | | commitment to excellence, Mark Thomas has greatly benefited his |
|---|
| 23 | 23 | | fellow Texans, and he may indeed reflect with pride on his |
|---|
| 24 | 24 | | exceptional record of achievement as he embarks on the next |
|---|
| 25 | 25 | | exciting chapter of his life; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 27 | 27 | | Legislature, 4th Called Session, hereby congratulate Mark Thomas on |

| 28 | 28 | | his retirement as president and CEO of the Taylor Economic |
