44 R E S O L U T I O N
55 WHEREAS, Residents of The Colony are mourning the loss of
66 former mayor John Curtis Dillard II, who passed away on
77 September 20, 2023, at the age of 75; and
88 WHEREAS, The son of John and Alice Dillard, John Dillard was
99 born on August 30, 1948, and grew up in Bessemer, Alabama; while
1010 completing his bachelor's degree in business at Amberton
1111 University, he enlisted in the National Guard; he served
1212 principally in the 49th Armored Division of the Texas Army National
1313 Guard; over the course of 25 years in the military, he graduated
1414 from the U.S. Army Command and General Staff College and U.S. Army
1515 Armor School, and he retired as a lieutenant colonel in the Army
1616 Reserve; his civilian career spanned more than 40 years in the
1717 commercial building products field, and he won many professional
1818 awards before his retirement as a district manager with Siplast in
1919 2016; and
2020 WHEREAS, Mr. Dillard was highly engaged in civic life for
2121 nearly four decades; after serving on The Colony City Council from
2222 1992 to 2002, he went on to serve two terms as mayor; he shared his
2323 expertise with the board of the Denton County Transportation
2424 Authority and Denton County Building and Maintenance Committee,
2525 among other such organizations, and he was a founding member of The
2626 Colony Economic Development Corporation, the Windhaven Peninsula
2727 Development Committee, and the HWY 121 Task Force; and
2828 WHEREAS, Active in the Denton County Republican Party since
2929 1986, Mr. Dillard served in numerous capacities, including senate
3030 district committee member, state delegate, and county chair; he
3131 regularly served as an election judge or clerk, and he was a
3232 founding member of the Denton County Conservative Coalition; he was
3333 also a longtime member of the Legacy Republican Club; in 2016, he
3434 was elected as the presidential elector for Congressional District
3535 26; moreover, he was an Eagle Scout and a lifetime member of the
3636 National Rifle Association and Texas State Rifle Association;
3737 sharing his skill, he served as a 4-H shooting sports instructor;
3838 and
3939 WHEREAS, Mr. Dillard was a man of strong faith and served in
4040 leadership roles at several churches; the devoted husband of Nancy
4141 Dillard, he took great pride in their children, Ashley, Elizabeth,
4242 and Steven, and three treasured granddaughters, Caroline,
4343 Penelope, and Eva; and
4444 WHEREAS, Through his service to his community and his
4545 country, John Dillard set an inspiring example for all, and he will
4646 be remembered with great admiration by all who were privileged to
4747 know him; now, therefore, be it
4848 RESOLVED, That the House of Representatives of the 88th Texas
4949 Legislature, 4th Called Session, hereby pay tribute to the life of
5050 John Curtis Dillard II and extend sincere condolences to all who
5151 mourn his passing; and, be it further
5252 RESOLVED, That an official copy of this resolution be
5353 prepared for his family and that when the Texas House of
5454 Representatives adjourns this day, it do so in memory of John
5555 Dillard.
