5 | 5 | | WHEREAS, Dr. Lidia Fonseca of McAllen received the |

7 | 7 | | Disabilities at its Lex Frieden Employment Awards ceremony on |

8 | 8 | | October 26, 2023; and |

9 | 9 | | WHEREAS, Each October, in conjunction with National |

10 | 10 | | Disability Employment Awareness Month, the Governor's Committee |
---|
11 | 11 | | recognizes Texans who have dedicated themselves to empowering their |
---|
12 | 12 | | employees, coworkers, and fellow Texans with disabilities; the |
---|
13 | 13 | | awards program is named in tribute to disability rights expert Lex |
---|
14 | 14 | | Frieden, one of the chief architects of the Americans with |
---|
15 | 15 | | Disabilities Act; and |
---|
16 | 16 | | WHEREAS, The committee's highest honor, the Governor's Trophy |
---|
17 | 17 | | is presented to a person who has achieved great success in enhancing |
---|
18 | 18 | | the empowerment and employment of Texans with disabilities; it |
---|
19 | 19 | | acknowledges long-term commitment and exceptional endeavor at both |
---|
20 | 20 | | the community and state levels; and |
---|
21 | 21 | | WHEREAS, Dr. Fonseca is the director of programs at Valley |
---|
22 | 22 | | Association for Independent Living in McAllen; a passionate |
---|
23 | 23 | | champion of disability justice, she works tirelessly to enhance |
---|
24 | 24 | | employment opportunities for people with disabilities by |
---|
25 | 25 | | coordinating job fairs, assistive technology demonstrations, and |
---|
26 | 26 | | employment preparatory programs, as well as ensuring accessibility |
---|
27 | 27 | | of facilities; she also advocates for accessible transportation in |
---|
28 | 28 | | the rural areas that VAIL serves in her role as president of the |
---|
29 | 29 | | Regional Transportation Advisory Panel; making an impact at the |
---|
30 | 30 | | state level, she serves as president of TEXCIL, an association of |
---|
31 | 31 | | centers for independent living in Texas, and as a member of the |
---|
32 | 32 | | board of the Association of Programs for Rural Independent Living; |

34 | 34 | | WHEREAS, Through her outstanding contributions, Lidia |

35 | 35 | | Fonseca has advanced the mission of building an inclusive, |

36 | 36 | | accessible work environment for Texans with disabilities, and she |

37 | 37 | | is richly deserving of this prestigious accolade; now, therefore, |
