7 | 7 | | American Planning Association at an award ceremony in Corpus |

8 | 8 | | Christi on November 10, 2023; and |

9 | 9 | | WHEREAS, The APA Texas Planning Awards Program recognizes |

10 | 10 | | individuals, organizations, and communities for outstanding |
---|
11 | 11 | | contributions to planning in the Lone Star State, and nominees are |
---|
12 | 12 | | evaluated based on originality and innovation, engagement, |
---|
13 | 13 | | implementation and effectiveness, quality, and promotion of |
---|
14 | 14 | | planning; and |
---|
15 | 15 | | WHEREAS, The city garnered praise for a number of significant |
---|
16 | 16 | | investments made in the last several years, such as providing $33 |
---|
17 | 17 | | million for new water infrastructure in 2017 and adopting a |
---|
18 | 18 | | strategic plan emphasizing community involvement, entertainment |
---|
19 | 19 | | events, housing, industry diversification, and infrastructure in |
---|
20 | 20 | | 2018; furthermore, the city created four policy and regulatory |
---|
21 | 21 | | documents, a Comprehensive Plan (Boomtown 2040), a Parks, Trails, |
---|
22 | 22 | | and Recreation Master Plan, a Downtown Revitalization Plan, and a |
---|
23 | 23 | | Unified Land Development Ordinance, which was adopted in July 2022; |
---|
24 | 24 | | as a result, the community has already received a considerable |
---|
25 | 25 | | amount of grant funding for various improvements; and |
---|
26 | 26 | | WHEREAS, Borger benefits from the adept and forward-thinking |
---|
27 | 27 | | leadership of mayor Karen Felker, city council members Milton |
---|
28 | 28 | | Ooley, Charles "Pete" Loftis, Kim Perez, and Robert Lawrence, city |
---|
29 | 29 | | manager Garrett Spradling, assistant city manager Brandon Strope, |

30 | 30 | | and city manager emeritus Eddie Edwards, as well as from the hard |

31 | 31 | | work and dedication of the city's planning staff, the members of the |

32 | 32 | | Planning and Zoning Commission and the Comprehensive Plan Advisory |

33 | 33 | | Committee, and residents who gave public opinion input; and |

34 | 34 | | WHEREAS, The city of Borger has earned well-deserved |

35 | 35 | | recognition for its strong commitment to excellence and community |

37 | 37 | | prestigious honor; now, therefore, be it |

38 | 38 | | RESOLVED, That the House of Representatives of the 88th Texas |
