| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 6002.159, Insurance Code, is amended by |
|---|
| 10 | 10 | | amending Subsection (b) and adding Subsection (c) to read as |
|---|
| 11 | 11 | | follows: |
|---|
| 12 | 12 | | (b) The commissioner may not adopt a rule that excludes or |
|---|
| 13 | 13 | | devalues a signed or otherwise substantially verifiable |
|---|
| 14 | 14 | | certificate of training that is: |
|---|
| 15 | 15 | | (1) applicable to the areas of work authorized by the |
|---|
| 16 | 16 | | relevant license; and |
|---|
| 17 | 17 | | (2) issued by a training program or school that is: |
|---|
| 18 | 18 | | (A) nationally recognized; or |
|---|
| 19 | 19 | | (B) authorized under the Occupations Code or |
|---|
| 20 | 20 | | Education Code. |
|---|
| 21 | 21 | | (c) The commissioner may not adopt a rule that requires more |
|---|
| 22 | 22 | | than eight hours of [Participation in the] continuing education for |
|---|
| 23 | 23 | | any license renewal period [programs is voluntary]. |
|---|
| 24 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect on the 91st day after the last day of the |
|---|
| 29 | 29 | | legislative session. |
