5 | 5 | | WHEREAS, The citizens of Laredo lost an admired community |
---|
6 | 6 | | leader with the death of Javier Garza on August 27, 2023, at the |
---|
7 | 7 | | age of 93; and |
---|
8 | 8 | | WHEREAS, Javier Garza was born to Felix Garza and Francisca |
---|
9 | 9 | | Salinas Garza on February 9, 1930; raised in Laredo, he grew up |
---|
10 | 10 | | with the companionship of a brother, Luis; he graduated from |
---|
11 | 11 | | St. Augustine High School with the Class of 1947 and later |
---|
12 | 12 | | enrolled at the Southern Methodist University Southwestern |
---|
13 | 13 | | Graduate School of Banking; and |
---|
14 | 14 | | WHEREAS, After high school, Mr. Garza joined Laredo |
---|
15 | 15 | | National Bank as a messenger, and he was soon trained in |
---|
16 | 16 | | departmental operations; he went on to rise through the ranks and |
---|
17 | 17 | | eventually became executive vice president in charge of the |
---|
18 | 18 | | international department, where he distinguished himself through |
---|
19 | 19 | | his expertise on the banking system in Mexico; though he |
---|
20 | 20 | | officially retired after 51 years of service, he continued to act |
---|
21 | 21 | | as a trusted consultant to the bank; and |
---|
22 | 22 | | WHEREAS, Active in his community, Mr. Garza gave of his |
---|
23 | 23 | | time and talents as president of the Laredo Chamber of Commerce |
---|
24 | 24 | | and the Logistics and Manufacturing Association, and he served as |
---|
25 | 25 | | chair of the board and interim executive director for the Laredo |
---|
26 | 26 | | Development Foundation, which later became the Laredo Economic |
---|
27 | 27 | | Development Corporation; moreover, he was appointed to the Texas |
---|
28 | 28 | | Economic Development and Tourism Office and the board of the |
---|
29 | 29 | | Federal Reserve Bank of Dallas; his accomplishments included |
---|
30 | 30 | | helping establish the Maquiladora twin plant system in the Laredo |
---|
31 | 31 | | area as well as the city's first cold storage facility, and he was |
---|
32 | 32 | | instrumental in developing new shipping routes for Mexican |
---|
33 | 33 | | coffee that funneled the commodity through Laredo; and |
---|
34 | 34 | | WHEREAS, In addition to his professional and civic |
---|
35 | 35 | | endeavors, Mr. Garza maintained several ranches in South Texas, |
---|
36 | 36 | | where he enjoyed hosting family and impressing guests with his |
---|
37 | 37 | | skill in making guisado; he was also an avid and expert deer |
---|
38 | 38 | | hunter; and |
---|
39 | 39 | | WHEREAS, Above all else, Mr. Garza was devoted to his wife |
---|
40 | 40 | | of 73 years, Cristina, and their children, Lauro, Adrienne, |
---|
41 | 41 | | David, and Roberto; with the passing years, he had the privilege |
---|
42 | 42 | | of seeing his family grow to include his nine grandchildren, |
---|
43 | 43 | | Evan, Cristina, Lauren, Morgan, Joseph, Laura, Mary, |
---|
44 | 44 | | Christopher, and Nicholas, and five great-grandchildren, Kai, |
---|
45 | 45 | | Sena, Nino, Roma, and Felix; and |
---|
46 | 46 | | WHEREAS, Javier Garza earned the admiration of all who knew |
---|
47 | 47 | | him, not only for his success as a business and civic leader but |
---|
48 | 48 | | also for his exceptional kindness and generosity, and he leaves |
---|
49 | 49 | | behind a legacy that will resonate in the Laredo community for |
---|
50 | 50 | | years to come; now, therefore, be it |
---|
51 | 51 | | RESOLVED, That the Senate of the State of Texas, 88th |
---|
52 | 52 | | Legislature, 4th Called Session, hereby pay tribute to the life |
---|
53 | 53 | | of Javier Garza and extend sincere condolences to his family and |
---|
54 | 54 | | friends; and, be it further |
---|
55 | 55 | | RESOLVED, That an official copy of this Resolution be |
---|
56 | 56 | | prepared for his family and that when the Texas Senate adjourns |
---|
57 | 57 | | this day, it do so in memory of Javier Garza. |
