55 WHEREAS, The citizens of Laredo lost an admired community
66 leader with the death of Javier Garza on August 27, 2023, at the
77 age of 93; and
88 WHEREAS, Javier Garza was born to Felix Garza and Francisca
99 Salinas Garza on February 9, 1930; raised in Laredo, he grew up
1010 with the companionship of a brother, Luis; he graduated from
1111 St. Augustine High School with the Class of 1947 and later
1212 enrolled at the Southern Methodist University Southwestern
1313 Graduate School of Banking; and
1414 WHEREAS, After high school, Mr. Garza joined Laredo
1515 National Bank as a messenger, and he was soon trained in
1616 departmental operations; he went on to rise through the ranks and
1717 eventually became executive vice president in charge of the
1818 international department, where he distinguished himself through
1919 his expertise on the banking system in Mexico; though he
2020 officially retired after 51 years of service, he continued to act
2121 as a trusted consultant to the bank; and
2222 WHEREAS, Active in his community, Mr. Garza gave of his
2323 time and talents as president of the Laredo Chamber of Commerce
2424 and the Logistics and Manufacturing Association, and he served as
2525 chair of the board and interim executive director for the Laredo
2626 Development Foundation, which later became the Laredo Economic
2727 Development Corporation; moreover, he was appointed to the Texas
2828 Economic Development and Tourism Office and the board of the
2929 Federal Reserve Bank of Dallas; his accomplishments included
3030 helping establish the Maquiladora twin plant system in the Laredo
3131 area as well as the city's first cold storage facility, and he was
3232 instrumental in developing new shipping routes for Mexican
3333 coffee that funneled the commodity through Laredo; and
3434 WHEREAS, In addition to his professional and civic
3535 endeavors, Mr. Garza maintained several ranches in South Texas,
3636 where he enjoyed hosting family and impressing guests with his
3737 skill in making guisado; he was also an avid and expert deer
3838 hunter; and
3939 WHEREAS, Above all else, Mr. Garza was devoted to his wife
4040 of 73 years, Cristina, and their children, Lauro, Adrienne,
4141 David, and Roberto; with the passing years, he had the privilege
4242 of seeing his family grow to include his nine grandchildren,
4343 Evan, Cristina, Lauren, Morgan, Joseph, Laura, Mary,
4444 Christopher, and Nicholas, and five great-grandchildren, Kai,
4545 Sena, Nino, Roma, and Felix; and
4646 WHEREAS, Javier Garza earned the admiration of all who knew
4747 him, not only for his success as a business and civic leader but
4848 also for his exceptional kindness and generosity, and he leaves
4949 behind a legacy that will resonate in the Laredo community for
5050 years to come; now, therefore, be it
5151 RESOLVED, That the Senate of the State of Texas, 88th
5252 Legislature, 4th Called Session, hereby pay tribute to the life
5353 of Javier Garza and extend sincere condolences to his family and
5454 friends; and, be it further
5555 RESOLVED, That an official copy of this Resolution be
5656 prepared for his family and that when the Texas Senate adjourns
5757 this day, it do so in memory of Javier Garza.
