2	2	WHEREAS, The Texas Environmental Health Association
3	3	South Texas Chapter 20th Annual Educational Conference is
4	4	taking place from December 6 through 8, 2023, providing a
5	5	fitting opportunity to recognize the chapter's president,
6	6	Jose Victor Baldovinos; and
7	7	WHEREAS, Victor Baldovinos has enjoyed a rewarding
8	8	career as the first environmental health director for the City
9	9	of South Padre Island; his many responsibilities have
10	10	included overseeing a wide range of projects and programs,
11	11	including those for Code Enforcement, Animal Control, and
12	12	Health Inspections, and he has helped neighboring communities
13	13	establish their own environmental health departments; and
14	14	WHEREAS, During his first year in public service,
15	15	Mr. Baldovinos recognized a need for environmental health
16	16	training programs in the Rio Grande Valley area; he joined
17	17	TEHA and began organizing local conferences, and over the past
18	18	two decades, his training events have attracted countless
19	19	attendees from across the state; in addition, he has served as
20	20	president of TEHA and of the organization's South Texas
21	21	Chapter; he has also been involved in a number of other
22	22	professional and civic organizations, and he has held
23	23	leadership positions with the Port Isabel Housing Authority,
24	24	Volunteer Fire Department, and Historical Museum, as well as
25	25	the Knights of Columbus Council No. 4779 and the Laguna Madre
26	26	Golf Association; and
27	27	WHEREAS, Among his many achievements, Mr. Baldovinos
28	28	received the Certificate of Merit from the National
29	29	Environmental Health Association, the Members Spotlight and
30	30	Presidents Awards from TEHA, the Founder Recognition Award
31	31	from the Valley Environmental Coalition, and the Ruth Hendy
32	32	Award from the Mid-Continental Association of Food & Drug
33	33	Officials; he holds a bachelor's degree in multidisciplinary
34	34	studies with honors from The University of Texas Rio Grande
35	35	Valley; and
36	36	WHEREAS, Victor Baldovinos has greatly benefited the
37	37	South Padre community and the TEHA South Texas Chapter through
38	38	his skilled leadership, and it is a pleasure to join in
39	39	honoring him for his commitment to excellence; now,
40	40	therefore, be it
41	41	RESOLVED, That the Senate of the State of Texas, 88th
42	42	Legislature, 4th Called Session, hereby honor Jose Victor
43	43	Baldovinos on his work as environmental health director for the
44	44	City of South Padre Island and as president of the TEHA South
45	45	Texas Chapter and extend to him sincere best wishes for continued
46	46	success in his important work; and, be it further
47	47	RESOLVED, That an official copy of this Resolution be
48	48	prepared for Mr. Baldovinos as an expression of high regard from
49	49	the Texas Senate.
