5	6		WHEREAS, The Senate of the State of Texas honors and
6	7		commemorates the remarkable life of David Gray Hall, who died on
7	8		October 11, 2023, at the age of 81; and
8	9		WHEREAS, David Hall was born on November 10, 1941, in
9	10		Baytown; after graduating from high school, he attended The
10		-	University of Texas at Austin, where he served as a member of
11		-	~~the~~ Silver Spurs and was honored as a University of Texas
12		-	~~Goodfellow;~~ and

13	14		WHEREAS, David devoted his life to serving others through
14	15		his various professional pursuits and was deeply committed to the
15	16		cause of justice; he served in the Peace Corps in Venezuela for
16	17		two years before completing his law degree, and he went on to work
17	18		as an attorney for the United Farm Workers Union and the American
18	19		Civil Liberties Union; and
19	20		WHEREAS, A champion for the rights of the oppressed, David
20	21		made tremendous contributions to the advancement of justice
21	22		throughout the Rio Grande Valley region through his service as
22	23		the director of Texas RioGrande Legal Aid; he was an advocate for
23	24		the equal representation of Mexican Americans and defended the
24	25		rights of migrant farmworkers for more than 40 years until his
25	26		retirement in 2018; and
26	27		WHEREAS, Under his outstanding leadership, the group
27	28		launched the state's first nonprofit public defender services,
28		-	established pro se clinics throughout border counties, assisted in
29		-	transnational litigation involving parental custody disputes, and
30		-	bolstered representation for children jailed by immigration
31		-	authorities, among a number of other commendable initiatives; and

33	35		David was named one of the greatest Texas lawyers of the past
34	36		century by Texas Lawyer for his exceptional contributions to his
35	37		profession, and he trained and mentored countless young
36	38		attorneys representing asylum seekers to fight for their clients
37	39		with courage and conviction; and
38	40		WHEREAS, David was a devoted husband to his beloved wife of
39	41		nearly 27 years, Pamela, and a loving father to his two
40	42		daughters, Allison and Lynn; he is also survived by his niece and
41	43		nephew, and his four grandchildren were a source of great pride
42	44		and joy to him; and
43	45		WHEREAS, David was an intrepid defender of justice and a
44	46		leader in creating meaningful and lasting change in the field of
45	47		law; he was a source of hope and inspiration to his colleagues,
46	48		clients, and countless others, and he leaves behind memories that
47	49		will be forever cherished by his loved ones and by all who were
48	50		privileged to know him and to share in his life; now, therefore,
49	51		be it
50	52		RESOLVED, That the Senate of the State of Texas, 88th
51		-	Legislature, 4th Called Session, hereby extend sincere condolences
52		-	to the bereaved family of David Gray Hall; and, be it further

53	56		RESOLVED, That a copy of this Resolution be prepared for
54	57		his family as an expression of deepest sympathy from the Texas

56	59		memory of David Hall.
