5+ SENATE RESOLUTION
56 WHEREAS, The Senate of the State of Texas honors and
67 commemorates the remarkable life of David Gray Hall, who died on
78 October 11, 2023, at the age of 81; and
89 WHEREAS, David Hall was born on November 10, 1941, in
910 Baytown; after graduating from high school, he attended The
10- University of Texas at Austin, where he served as a member of
11- the Silver Spurs and was honored as a University of Texas
12- Goodfellow; and

1314 WHEREAS, David devoted his life to serving others through
1415 his various professional pursuits and was deeply committed to the
1516 cause of justice; he served in the Peace Corps in Venezuela for
1617 two years before completing his law degree, and he went on to work
1718 as an attorney for the United Farm Workers Union and the American
1819 Civil Liberties Union; and
1920 WHEREAS, A champion for the rights of the oppressed, David
2021 made tremendous contributions to the advancement of justice
2122 throughout the Rio Grande Valley region through his service as
2223 the director of Texas RioGrande Legal Aid; he was an advocate for
2324 the equal representation of Mexican Americans and defended the
2425 rights of migrant farmworkers for more than 40 years until his
2526 retirement in 2018; and
2627 WHEREAS, Under his outstanding leadership, the group
2728 launched the state's first nonprofit public defender services,
28- established pro se clinics throughout border counties, assisted in
29- transnational litigation involving parental custody disputes, and
30- bolstered representation for children jailed by immigration
31- authorities, among a number of other commendable initiatives; and

3638 attorneys representing asylum seekers to fight for their clients
3739 with courage and conviction; and
3840 WHEREAS, David was a devoted husband to his beloved wife of
3941 nearly 27 years, Pamela, and a loving father to his two
4042 daughters, Allison and Lynn; he is also survived by his niece and
4143 nephew, and his four grandchildren were a source of great pride
4244 and joy to him; and
4345 WHEREAS, David was an intrepid defender of justice and a
4446 leader in creating meaningful and lasting change in the field of
4547 law; he was a source of hope and inspiration to his colleagues,
4648 clients, and countless others, and he leaves behind memories that
4749 will be forever cherished by his loved ones and by all who were
4850 privileged to know him and to share in his life; now, therefore,
4951 be it
5052 RESOLVED, That the Senate of the State of Texas, 88th
51- Legislature, 4th Called Session, hereby extend sincere condolences
52- to the bereaved family of David Gray Hall; and, be it further
53+ Legislature, 4th Called Session, hereby extend sincere
54+ condolences to the bereaved family of David Gray Hall; and, be it
55+ further
5356 RESOLVED, That a copy of this Resolution be prepared for
5457 his family as an expression of deepest sympathy from the Texas
5558 Senate and that when the Senate adjourns this day, it do so in
5659 memory of David Hall.
