57 AN ACT
68 relating to the state guard professionalization task force.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Subchapter G, Chapter 437, Government Code, is
911 amended by adding Section 437.311 to read as follows:
1012 Sec. 437.311. STATE GUARD PROFESSIONALIZATION TASK FORCE.
1113 (a) The State Guard Professionalization Task Force is a temporary
1214 task force created to advise the adjutant general on the
1315 professionalization of the Texas State Guard under the Texas
1416 Military Department.
1517 (b) The task force is composed of:
1618 (1) the adjutant general or the adjutant general's
1719 designee;
1820 (2) the director of the Texas Department of Public
1921 Safety or the director of the Texas Department of Public Safety's
2022 designee;
2123 (3) the director of the Texas Division of Emergency
2224 Management or the director of the Texas Division of Emergency
2325 Management's designee;
2426 (4) the director of the Texas Department of
2527 Transportation or the director of the Texas Department of
2628 Transportation's designee;
2729 (5) the director of the Texas A&M Forrest Service or
2830 the director of the Texas A&M Forrest Service's designee; and
2931 (6) any other directors or director's designees of any
3032 other state agencies as determined by the adjutant general or the
3133 adjutant general's designee.
3234 (c) The adjutant general or the adjutant general's designee
3335 is the chair of the task force.
3436 (d) The task force shall meet as often as necessary to
3537 perform the task force's duties. Meetings may be held at any time at
3638 the request of the chair.
3739 (e) The task force shall:
3840 (1) use statistical analyses, data received from focus
3941 groups on operations conducted by Texas State Guard, and other
4042 research methods to conduct an examination of state missions and
4143 operations of the State Guard in this state that includes:
4244 (A) an identification of critical state missions
4345 and operations needs; and
4446 (B) a determination of the state's long-range
4547 state missions and operations needs;
4648 (2) identify and anticipate challenges and threats to
4749 the state's operations, including but not limited to critical
4850 infrastructure;
4951 (3) develop solutions to overcome the challenges and
5052 threats described by Subdivision (2);
5153 (4) develop a strategy to professionalize and develop
5254 capabilities of the Texas State Guard that is consistent with the
5355 findings and determinations made under this subsection;
5456 (5) recommend to the adjutant general and the
5557 governor:
5658 (A) strategies to solve the challenges
5759 identified under Subdivision (1)(A);
5860 (B) policy priorities to address the long-range
5961 needs determined under Subdivision (1)(B);
6062 (C) policy priorities and budgetary needs to
6163 implement the strategies and solutions determined under
6264 Subdivision (3); and
6365 (6) advise the adjutant general and the governor
6466 regarding the staffing, facilities, equipment, and technology
6567 needed to implement the strategy determined under Subdivision (4).
6668 (f) Not later than August 31, 2026, the task force shall
6769 submit to adjutant general and the governor a report that contains
6870 the recommendations described by Subsection (e)(6).
6971 (g) This section expires September 1, 2026.
7072 SECTION 2. This Act takes effect immediately if it receives
7173 a vote of two-thirds of all the members elected to each house, as
7274 provided by Section 39, Article III, Texas Constitution. If this
7375 Act does not receive the vote necessary for immediate effect, this
7476 Act takes effect September 1, 2025.
