| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|---|
| 13 | 13 | | amended by adding Section 51.9835 to read as follows: |
|---|
| 14 | 14 | | Sec. 51.9835. EARLY REGISTRATION FOR STUDENTS IN |
|---|
| 15 | 15 | | MILITARY-RELATED PROGRAMS. (a) In this section, "institution of |
|---|
| 16 | 16 | | higher education" has the meaning assigned by Section 61.003. |
|---|
| 17 | 17 | | (b) If an institution of higher education provides early |
|---|
| 18 | 18 | | registration for courses or programs for any group of students, the |
|---|
| 19 | 19 | | institution shall provide early registration for those courses or |
|---|
| 20 | 20 | | programs for students who are: |
|---|
| 21 | 21 | | (1) enrolled and in good standing in a Reserve |
|---|
| 22 | 22 | | Officers' Training Corps (ROTC) program; |
|---|
| 23 | 23 | | (2) members in good standing in a corps of cadets, |
|---|
| 24 | 24 | | including a corps of cadets at a senior military college; or |
|---|
| 25 | 25 | | (3) enrolled and in good standing in a maritime |
|---|
| 26 | 26 | | academy. |
|---|
| 27 | 27 | | (c) The Texas Higher Education Coordinating Board, in |
|---|
| 28 | 28 | | consultation with institutions of higher education, shall adopt |
|---|
| 29 | 29 | | rules as necessary to implement and administer this section. |
|---|
| 30 | 30 | | SECTION 2. Section 51.9835, Education Code, as added by |
|---|
| 31 | 31 | | this Act, applies beginning with registration for a course or |
|---|
| 32 | 32 | | program for the 2026 spring semester. |
|---|
| 33 | 33 | | SECTION 3. This Act takes effect September 1, 2025. |
