77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the registration, ownership, and operation of certain
1010 motor vehicles.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 502.143, Transportation Code, is amended
1313 to read as follows:
1414 Sec. 502.143. OTHER VEHICLES. (a) An owner may not register
1515 the following vehicles for operation on a public highway:
1616 (1) power sweepers;
1717 (2) motorized mobility devices;
1818 (3) electric personal assistive mobility devices;
1919 [and]
2020 (4) electric bicycles, as defined by Section 664.001;
2121 and
2222 (5) motor vehicles that are equipped with remote
2323 vehicle disabling technology.
2424 (b) For purposes of Subsection (a)(5), "remote vehicle
2525 disabling technology" means any application or device, including
2626 software, firmware, or hardware, that, when activated or engaged,
2727 allows a person to disable the operation of a motor vehicle. The
2828 term does not include an ignition interlock device as defined by
2929 Article 42A.408, Code of Criminal Procedure.
3030 SECTION 2. Subchapter E, Chapter 542, Transportation Code,
3131 is amended by adding Section 542.502 to read as follows:
3232 Sec. 542.502. MOTOR VEHICLE POWERED BY INTERNAL COMBUSTION
3333 ENGINE; OPERATION OF VEHICLE USING HUMAN DECISION-MAKING. A person
3434 may not be prohibited from owning a motor vehicle that is powered by
3535 an internal combustion engine or from operating that vehicle using
3636 human decision-making, regardless of any other law or regulation
3737 requiring a motor vehicle to be equipped with or operated using an
3838 automated driving system, as defined by Section 545.451.
3939 SECTION 3. This Act takes effect September 1, 2025.
