1110 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12- SECTION 1. Section 554.001(a), Health and Safety Code, is

2327 SECTION 2. Section 554.002, Health and Safety Code, is
2428 amended to read as follows:
2529 Sec. 554.002. SERVICES. (a) The department shall provide
2630 without charge appropriate education services for all clients
27- residing at state facilities designated by the department under
28- Section 554.001 [the Waco Center for Youth].
29- (b) The department shall pay for the [those] services
30- described by Subsection (a) from funds appropriated [to the center]
31- for that purpose.
32- (c) A client of a state facility designated by the
33- department under Section 554.001 [the center] who is not a resident
34- of the school district that serves the geographical area in which
35- the facility is located [Waco Independent School District] may
36- receive education services from the district [Waco Independent
31+ residing at the designated facilities [Waco Center for Youth].
32+ (b) The department shall pay for those services from funds
33+ appropriated to the designated facilities [center] for those
34+ purposes [that purpose].
35+ (c) A client of the center who is not a resident of the local
36+ school district [Waco Independent School District] may receive
37+ education services from the local school district [Waco Independent
3738 School District] only with the prior approval of the superintendent

39- SECTION 3. This Act takes effect September 1, 2025.
40+ SECTION 3. This Act takes effect immediately if it receives
41+ a vote of two-thirds of all the members elected to each house, as
42+ provided by Section 39, Article III, Texas Constitution. If this
43+ Act does not receive the vote necessary for immediate effect, this
44+ Act takes effect September 1, 2025.
